Development Lead

Location:Tampa, FL (Hybrid)
Employment Type: Full-Time Core business hours with on-call availability

Job Summary

We are seeking an experienced Development Lead to direct application development operations for a federal government IT program. You will lead a team of developers and testers through the full software development lifecycle using DevSecOps and Agile methodologies, ensure code security and compliance, and drive modernization of enterprise web applications and APIs serving a federal agency mission.

Key Responsibilities

• Perform application development operations for a federal government enterprise IT program
• Collaborate with a team of software developers and testers through full DevSecOps/Agile lifecycle
• Follow and contribute to code quality standards, secure coding practices, and testing requirements
• Participate in code scanning and vulnerability remediation using Fortify, Sonatype, and BurpSuite
• Contribute to the Code Management Plan, project schedule, and improvement roadmap
• Support SOA and API architecture design and development
• Ensure Section 508 compliance and U.S. Web Design Standards adherence
• Contribute to application modernization and technology refresh efforts

Required Qualifications

• U.S. Citizenship required
• Security Clearance: minimum T3 required
• Bachelor's degree in Computer Science, Software Engineering, or a related field
• Minimum 8 years of software development with 3+ years in a technical lead role
• Proficiency in Java, HTML5, PHP, or similar languages
• Experience with RESTful APIs, SOA, and DevSecOps/Agile methodologie
• Familiarity with secure coding practices and static/dynamic analysis tools

Preferred Qualifications

●Oracle APEX or similar low-code platform experience

●Experience with SAST/DAST tools (Fortify, Sonatype, BurpSuite)

●Cloud-hosted development environment experience (OCI, AWS, or Azure)

●Federal government web application development background

Certifications

●Security+ or DoD 8570 baseline a plus
