Role Summary

We are seeking an experienced HSE Manager to lead the implementation of Health, Safety, and Environmental (HSE) management systems across large-scale construction projects in Qatar. The successful candidate will be responsible for driving a strong safety culture, ensuring compliance with local regulations and international standards, and promoting safe work practices across all project activities.

Key Responsibilities

  • Lead the implementation and continuous improvement of project HSE management systems.
  • Develop, monitor, and enforce HSE policies, procedures, and safe work practices.
  • Promote a proactive safety culture throughout all project phases.
  • Ensure compliance with Qatar construction HSE regulations, client requirements, and international best practices.
  • Conduct HSE audits, inspections, risk assessments, and incident investigations.
  • Monitor project HSE performance and prepare regular reports for management and stakeholders.
  • Coordinate with clients, consultants, contractors, and local authorities on all HSE matters.
  • Deliver safety training, awareness programs, and toolbox talks to project personnel.
  • Drive corrective and preventive actions to minimize workplace risks and incidents.

Requirements

  • Bachelor's Degree in Engineering, Occupational Safety, or a related discipline.
  • NEBOSH Diploma or equivalent professional HSE qualification preferred.
  • Minimum 15 years of HSE experience within the construction industry.
  • Proven experience in large-scale building construction projects, including residential, accommodation, mixed-use, institutional, or similar developments.
  • Demonstrated track record of successfully delivering projects of comparable scale and complexity.
  • Previous experience in Qatar is highly preferred; GCC experience will also be considered.
  • Valid MMUP/UPDA registration is preferred for candidates currently in Qatar and mandatory where applicable.
  • Strong knowledge of Qatar construction HSE regulations, standards, and industry best practices.
  • Familiarity with QatarEnergy requirements, major clients, consultants, and local authority regulations is an advantage.
  • Excellent communication skills in English, both written and verbal.
  • Strong leadership, team management, coordination, and stakeholder engagement abilities.
