The person should have strong conceptual knowledge of OOPs and Mysql .

The key responsibilities of a person in this role would be Build efficient, testable, and reusable PHP modules

Maintain existing PHP application, optimizing MySQL queries.

Understanding of MVC design patterns.

Understanding of front-end technologies, such as JavaScript, HTML, and CSS.

Knowledge of object oriented PHP programming.

Knowledge of Secure Coding Practices.

Strong knowledge of the common PHP or web server exploits and their solutions.
