Essential Functions:
Property Intake, Inventory & Chain-of-Custody Control
- Oversee collection and intake of all detainees’ personal property upon arrival.
- Ensure accurate inventory and documentation of all items, including clothing, valuables, documents, personal effects
- Establish and enforce chain-of-custody protocols from intake through final disposition.
- Verify that all property is logged correctly, tagged/identified, stored according to policy.
- Ensure property receipts are issued and documented in accordance with requirements.
Secure Storage & Property Management
- Manage and supervise all property storage areas, ensuring:
- Security and controlled access
- Organization and traceability of stored items
- Protection against loss, theft, or damage
- Maintain systems for:
- Property tracking (manual or electronic logs)
- Location control (bin/room-level tracking)
- Conduct routine inspections and reconciliations of stored property.
Property Tracking, Auditing & Accountability
- Maintain real-time tracking and accountability for all detainee property.
- Conduct and oversee:
- Daily, weekly, and periodic audits
- Inventory reconciliation checks
- Identify and investigate:
- Missing items
- Documentation discrepancies
- Chain-of-custody breaks
- Implement corrective actions and ensure resolution of discrepancies.
- Support internal QA/QC programs and external audits, ensuring documentation and records meet compliance requirements.
Property Return & Disposition
- Oversee the accurate and timely return of all property upon Release, Transfer, Discharge.
- Ensure identity verification and proper sign-off procedures during return.
- Maintain full documentation for Returned property, Abandoned, transferred, or disposed items.
- Resolve property claims or disputes in coordination with leadership and ICE representatives.
Compliance & Regulatory Adherence
- Ensure compliance with Federal standards for operational and housing facilities, including documentation and reporting requirements.
- Maintain readiness for Federal inspections, external oversight reviews.
- Ensure all processes protect:
- Resident rights

- Transparency and accountability
Staff Supervision & Operational Oversight
- Supervise property officers, clerks, or assigned staff.
- Ensure staff are trained in:

Required Qualifications & Core Competencies
- Minimum 2 years of experience in property control, inventory management, logistics, or asset accountability.
- Experience working in secure environments, government, corrections, or compliance-driven settings preferred.
- 2+ years of direct staff supervision/management experience
- Strong knowledge of inventory control systems, chain-of-custody procedures, recordkeeping and audit practices.
- Demonstrated ability to:
