Partner Forces is seeking an experienced Preparedness Program Manager to lead planning, training, and exercise initiatives supporting federal government clients. This role is responsible for managing multiple concurrent activities, building strong client relationships, and leading high-performing teams to deliver meaningful mission impact. What you will do as a Preparedness Program Manager:
- Lead multiple preparedness activities, including planning, training, and exercise efforts.
- Manage project schedules, deliverables, staffing, and contract performance across concurrent workstreams.
- Apply Homeland Security Exercise and Evaluation Program (HSEEP) principles throughout the exercise lifecycle.
- Facilitate meetings, workshops, and discussions with client stakeholders to drive alignment and progress.
- Oversee the development of plans, exercise materials, after-action reports, and other client deliverables.
- Communicate project status, risks, and recommendations to government stakeholders and senior leaders.
- Anticipate challenges, solve problems proactively, and adapt to changing priorities and requirements.
- Manage budgets and resources to ensure successful program execution.
- Lead, mentor, and support a diverse team of employees and subcontractors.
- Foster a culture of accountability, collaboration, and continuous improvement.
Qualifications:
- Active Secret security clearance.
- 10+ years of experience serving as a Program Manager, Deputy Program Manager, or similar leadership role supporting government contracts.
- Experience managing multiple concurrent projects, task orders, or workstreams.
- Strong knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) principles and methodologies.
- Proven ability to balance competing priorities, manage risk, and adapt to changing client needs.
- Experience managing budgets, schedules, staffing, and contract performance.
- Strong written, verbal, and presentation communication skills.
- Demonstrated success leading diverse teams, including subcontractors and part-time personnel.
Preferred Qualifications
- Prior experience supporting headquarters/front office environments
- Experience managing executive support, administrative operations, or workforce coordination programs
- Familiarity with federal travel systems, records management processes, and executive correspondence workflows
- Experience leading transition efforts on federal contracts
- Prior experience supporting SES or politically sensitive/front office environments
- Existing federal clearance or prior badging experience strongly preferred

Proposal/Pipeline Notice
This is a pipeline position supporting an active proposal effort for a high-visibility federal program opportunity. Candidates selected for this role will be expected to actively participate in the proposal process, including contributing to solutioning discussions, transition planning, and oral presentations as part of the competitive procurement process.
