We are looking for team members who can set boundaries with clients, while also being committed to fostering a supportive environment that promotes dignity, trust, and understanding.
Primary Objective of Position:
The Program Manager oversees residents and programs across Jamboree properties within a defined region, supporting residents' wellbeing and stable housing. This role manages staff, programs, and quality control across multiple sites; coordinates closely with Senior Program Managers and with internal and external providers to ensure retention in supportive housing; develops and implements programs serving children, adults, and seniors in affordable apartment communities; and builds relationships with city partners, nonprofits, and volunteers to expand services available to Jamboree residents.
Major Areas of Accountability:
- Supervise Coordinators, Case Managers, and Interns across the region; mentor staff, visit sites regularly, and oversee monthly administrative paperwork
- Handle recruiting, hiring, training, and payroll timekeeping for regional staff
- Provide direction, guidance, crisis intervention, and case advocacy to team members
- Collaborate with supportive housing staff to ensure effective teamwork
- Work with Senior Program Managers to set annual goals for Community Impact staff
- Assist with strategic planning and service delivery across Jamboree's housing programs for homeless and low-income individuals; oversee social services at onsite Permanent Supportive Housing
- Establish policies, procedures, and services across all programs
- Develop and integrate new programs that meet organizational, grant, and funder requirements
- Implement evidence-based practices including Critical Time Intervention and Trauma-Informed Care, and shape Jamboree's framework for serving this population
- Provide quality assurance and program evaluation to ensure services are effective, efficient, and aligned with Jamboree's vision and culture
- Manage the CES and county provider relationship during lease-up
- Build and maintain strategic partnerships with community organizations that meet program standards
- Maintain strong relationships with property management, investment partners, and regulatory agencies
- Manage the budget for each supervised property
- Maintain compliance records and report monthly on regional program activities to the corporate office, partners, and applicable agencies
- Manage the resident database and outcomes reporting system in coordination with the supervisor and clinical support personnel
- Assist with intake and orientation for each new tenant
- Model and teach systemic and strength-based practice in daily interactions with residents, staff, and other professionals
- Implement Jamboree data tracking standards for site- and program-specific requirements
- Maintain accurate program data and deliver reports to Jamboree and funders as requested
- Oversee documentation and QA across all charts, files, and records
- Serve as the point of contact for external written and verbal communication involving team members
- Attend assigned local service area meetings
- Coordinate service delivery across community supports, service providers, and property management
- Lead bi-weekly meetings with onsite staff, service providers, property management, and other stakeholders to address tenant issues and strengthen communication among support staff
- Other duties as assigned
Level of Education, Experience and Skill Set:
- 4+ years working with children and families, individuals experiencing homelessness, and individuals with mental illness
- Minimum 3 years working with special needs and/or mentally ill populations
- Demonstrated experience supervising staff and working independently
- Demonstrated ability to serve people of diverse backgrounds, ages, and special needs
- B.A. or higher in Human Services or equivalent; Psychology background a plus
- Familiarity with Housing First, Harm Reduction, and/or Recovery Oriented service models
- Knowledge of the local CoC and CES
- Proficiency with Excel, Word, and general computer software
- Excellent communication skills
- Valid California driver's license and access to an insured vehicle
- Ability to travel between sites 50% of the time
- Availability for some evening and weekend hours, with travel throughout California
Physical Demands:
The Program Manager is required to talk and hear. The employee is often required to sit and use their hands and fingers to handle or feel. The employee is required to stand, walk, reach with arms and hands, climb, balance, twist, lean, move from one location to another and to stoop, kneel, crouch or crawl. Vision abilities required by this job include close and far vision. Ability to operate a computer keyboard, and lift files and reports. Exposure to glare from a computer. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Must be able to lift 25 lbs and travel via automobile 25%.
Work Environment:
The work environment will be an office at the property. The noise level is usually quiet to moderate. When traveling the environment will change dependent upon the site visiting.
Working with the homeless population whether on the streets, in shelters or other places of habitation or services. Exposure to bed bugs or other infestations, unpleasant smells or odors, unclean individuals or homes due to homelessness or mental health symptoms or poverty. Some work will be in a recreational room or common area. The noise level is usually moderate but will vary depending on the activity you participate in.
