The Ministry of Social and Family Development (MSF) is Singapore's lead ministry for social and family policies, working to build a caring and inclusive society where every individual and family can thrive.

We deliver essential services through our network of Family Service Centres, Social Service Offices, and industry partners, supporting vulnerable populations across all life stages. Our work encompasses family services, early childhood, social assistance, disability support, mental health initiatives, and community development programmes.

We are seeking an experienced Senior Programme Manager to join Ministry of Social Family (MSF). This pivotal role seeks a versatile professional to strategically bridge technical innovation, robust business operations, and complex government domains, driving operational excellence and shaping the future of digital governance.

[What you will be working on]

Programme Management

• Lead and oversee the strategic programme management of the assigned Product, ensuring its efficient and effective operation.
• Establish and monitor performance metrics, resource allocation, and project pipelines to optimise team output and impact.
• Develop and implement best practices for consulting engagement lifecycles, from intake to delivery and post-engagement review.
• Foster a collaborative environment within the consulting team, promoting knowledge sharing and continuous improvement.

Strategic Planning & Leadership

• Lead strategic planning initiatives of the assigned product, including the development and execution of comprehensive workplans and KPI frameworks that align with MSF's broader objectives.

Operational Management

• Oversee critical operational functions including financial planning, procurement processes, and manpower allocation of the assigned productProvide Project/Program Management Office (PMO) functions for the assigned product
• Spearhead operational efficiency by identifying opportunities for process optimisation and implementing cutting-edge best practices across all functions.
• Manage stakeholder relationships across MSF and Vendors

Technical & Business Integration

• Actively facilitate seamless communication channels between technical teams and business units, ensuring cohesive alignment of technology initiatives with critical operational needs and strategic goals.
• Translate complex technical concepts for non-technical stakeholders and business requirements for technical teams.
• Contribute to the development of sustainable product strategies that balance innovation with operational feasibility.

[What we are looking for]

Experience & Skills

• Minimum 8 years of relevant experience in technology, business operations, or the public sector.
• Strong track record in strategic planning and operational management.
• Demonstrated ability to manage complex stakeholder relationships.
• Excellent verbal and written communication skills, with proven experience in crafting compelling presentations and papers.
• Profound understanding of emerging technology trends and their strategic implications for enhancing and transforming public sector services and digital governance.
