Job Description - Residential Services, Direct Care Service

Title: Residential Program Manager

Responsible to: Chief Program Officer


General Description of Duties and Responsibilities:


The Program Manager is a professional position whose duties include management oversight and leadership to Residential Supervisors and CPS or AIMED to Independence. The Program Manager will build a team atmosphere and role model AIMED's Core Values. The Program Manager will maintain organized files, implement policies and procedures, attend leadership meetings and interagency meetings, and must be knowledgeable about preparing for state licensing. The Program Manager will carry out AIMED's services as required and meet the 6400 and 3800 regulation expectations.


Core Competencies/Responsibilities:



Staff Management:


· Responsible for managing and overseeing new site development in conjunction with the Chief Program Officer and Operations Manager.

· Responsible for assisting or acting as a backup to the SR RPD with the New Hire Orientation (NHO) class.

· Responsible for new admission of the Community Participation services (CPS). Complete all necessary paperwork.

· Responsible for obtaining ISP critical revision by the Service Coordinator (SC) for CPS services.

· Responsible for working with the CPS manager on scheduling staff for CPS services.

· Responsible for providing supervision, leadership, guidance and assistance to the Residential Supervisors and


Direct Support Staff.

· Responsible for making sure the CPS staff time are approved and submitted correctly.

· Responsible for approving weekly timecards, resolving timecard discrepancies, and approving PTO time.

· Responsible for communicating effectively and professionally with the Residential Supervisor to provide oversight to the DSP and casual pool of staff, while maintaining an overtime balance according to the agency’s budget and policy.

· Responsible for participating in weekly clinical meetings.

· Responsible for managing the quarterly reviews.

· Responsible for the monthly purge.

· Responsible for reviewing the accountability forms for billing submission.

· Responsible for participating in the development of the ISP, annual updates, and ISP revision. Attend the ISP meetings when necessary.

· Responsible for reporting all maintenance issues and make sure the agency’s fleet is on a 6-month maintenance schedule.

· Responsible for managing and distributing the grocery cards and petty cash.

· Responsible for delivering the medication to the Residential Supervisor.

· Responsible for record keeping of monthly fire drills.

· Responsible for conducting site spot checks on various shifts to make sure the homes are meeting the state requirements of the program.


Residential Advisor/ Direct Care Support Supervisor support

· Being able to assist with newly hired supervisors, and Residential Advisor/Direct Care.

· Being on call and having a flexible schedule (filling in a shift), when necessary,

· Being able to respond to emergencies in a timely manner.

· Teambuilding with the Residential Supervisor, Direct Care staff, and promoting positive and harmonious interaction in accordance with AIMED’s core values.



Navigating through Challenges:



·Participant’s Behavior: Non-Verbal, Intermittent Explosive Disorder (IED) Impulsive, Impulse Disorder, Autistic, NeuroDiversion. It requires a person to have patience during unpredictable moments and resilience to handle situations with love, kind, and a compassionate attitude. Following safety protocols and the agency’s policy and making sure the participant is healthy and safe.



Training/ Learning:



· Being able to continue to learn the AIMED’s processes and procedures and applying the policies and procedure with positive and reinforcement feedback.

· Making sure the staff is adhering to all mandated training, policies, and procedures.

· Coordinate the NADSP certification training of Residential Supervisors, DSP, CPS and Support Living staff, necessary.

· Making sure that Residential Supervisor and DSP new hire shadow training is completed timely and the shadow form is sent to the training department.

· Making sure the staff /new hires are trained on ISP, BSP and applicable plans.

· Responsible for making sure that staff reports all incidents according to the regulations. (Therap) system.

· Responsible for scheduling the participants doctor’s appointments working with the nurse (LPN or RN) following up on appointments and tracking information in Therap daily. Also working with the Program Specialist Consult with the supervisor to make sure all appointments are documented. Act of back up to support transporting the participants to doctor’s appointments.

· Responsible for reviewing the MAR on a weekly basis for accuracy according to the state regulations.



Knowledge/Skills:



  • Understanding/knowledge of the Office of Developmental Programs (3800, 6400/6100) regulations.
  • Understanding/ knowledge of incident management and investigative reporting.
  • Understanding/knowledge in all systems: HCSIS, Therap and Incident Management,
  • Understanding/knowledge of the state licensing regulations and assisting during the annual licensing.

· Knowledge of the responsibilities of a Certified Investigator or become certified.

· Understanding/knowledge of HCSIS and Incident Management reporting.

· Understanding/knowledge of the Therap system.

· Understanding/knowledge of Medication Administration and become a Medication Trainer.



Compliance/policy:



Making sure that all sites are complying according to the state regulations, 3800, 6100 & 6400.

Making sure the staff is fully trained and understand the state regulations.

· Make recommendations and assist with necessary changes in the development and delivery of new and/or existing policies, procedures, services, and programs to optimize quality assurance and reduce deficits and maintain integrity of programs, licensure, and contracts.

Qualifications:

Bachelor's degree from an accredited college or university and 2 years work experience working directly with people with IDD/A. An associate degree or sixty credit hours from an accredited college or university and 3 years’ work experience working directly with people with IDD/A. Working towards a degree and at least 4 years of experience working with IDD/A population.
