Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.


Overview:


NP occupies a unique space in the protection response in Ukraine, providing direct protection to at-risk civilians while supporting front-line volunteer collectives to directly enhance the sustainability and safety of their actions.

To strengthen the safety and security of NP operations in Ukraine, we are seeking a dedicated Safety and Security Manager (SSM) to join our team. This role will provide nuanced analysis, strategic guidance, and capacity building to our field teams to ensure safe and effective programming in a dynamic and challenging environment. and strengthen overall safety and security of NP in Ukraine.

Job Summary:

The Safety and Security Manager (SSM) is a member of the Country Management Team and works directly with the Senior Management Team (SMT). The successful candidate will lead the NP-Ukraine Safety and Security operations in collaboration with the Head of Mission. This position provides analysis and security input to promote safe operations and programming in Ukraine. The SSM will foster a culture of learning and growth in safety and security while building the capacity of NP Ukraine’s teams.

Key Responsibilities:

Safety and Security Leadership

  • Actively advise the Country Office Senior Management Team (SMT) on all safety and security matters.
  • Lead safety and security incident management, ensuring that the Incident Management Team (IMT) is trained and equipped to respond effectively.
  • Lead, support and develop two regional Safety and Security Officers to ensure hands on practical and enabling accompaniment to NP teams.
  • Conduct frequent visits to field locations to provide on-site analysis, support and guidance, including risk assessments for potential new projects.
  • Collaborate with programme teams to assess the security implications of program activities and project proposals on staff security and provide implementable recommendations to reduce staff vulnerability.
  • Liaise with government authorities, Ukrainian Civ/Mil and Police, INSO, humanitarian partners, UN agencies, diplomatic and consular officials, and community leaders to inform context when conducting security analysis and enable programmatic delivery in high-risk areas.
  • Work with Senior Operations Manager, Program Management and Logistics departments to manage safety and security budgets and ensure compliance with NP’s Minimum Operating Safety Standards.
  • Work Safety and Security Officers and the Logistics department to ensure that all security measures for accommodations and office spaces are in place and maintained.
  • Monitor staff movement, including visitor requests, overnight stays, and other related approvals, ensuring compliance with safety protocols.

Monitoring and Analysis

  • Monitor the political and security landscape at the national and regional level, providing regular updates to teams.
  • Regularly assess and update security policies, guidelines, and procedures to reflect changes in the Ukraine operational context.
  • Responsible for the oversight of reviewing all mission/trip plans and SOPs for movements outside normal operating areas.
  • Contribute to internal quarterly reporting and present written safety and security reports to SMT as needed.

Policy Management

  • Maintain and update the NPUA Risk Matrix, in line with institutional practices and donor requirements.
  • Maintain and revise the NPUA Security and Contingency Plans to align with best standards and train all staff on its implementation.
  • Oversee and provide quality control of regular updates of local security rules and field site’s Risk Analysis.
  • Ensure the availability and functionality of communication technologies (e.g. VHF/HF radios, satellite phones) and test emergency communication systems monthly. Update the emergency communication contact list and brief staff on emergency communication procedures.
  • Provide input into NP’s global level security and security policies as requested.

Training and Capacity Building

  • Organise and facilitate regular safety and security training sessions for all NP-Ukraine staff.
  • Ensure delivery of security briefings for all incoming staff, consultants and visitors within 24 hours of their arrival.
  • Build the capacity of the Safety and Security Officers (SSO) and Safety Focal Points (SFPs) to establish a robust safety and security structure.

Team Management

  • Manage, develop and ensure deliverables by the Safety and Security Officers (SSO).
  • Support Team Leaders in gaining ownership over local security management practices.
  • Promote and adhere to all NP’s policies such as Code of Conduct, Safeguarding, Whistleblowing, Fraud, PSEA, and Health and Safety.

Qualifications:


Essential

  • Bachelor’s Degree in a related field with 4-6 years of relevant work experience.
  • Proven security management experience in humanitarian settings.
  • Strong understanding of current technologies and emerging threats.
  • Advanced analytical skills with the ability to assess complex situations.
  • Demonstrated training and facilitation skills to develop and implement successful training sessions.
  • Experience working well under pressure in unstable and rapidly changing security environments.
  • Willingness to live and work in remote areas under basic conditions.
  • Strong communication, interpersonal, and leadership skills with experience managing multicultural, multi-location, values driven teams.
  • Commitment to and understanding of NP’s methodologies, core values and mission.
  • Proficiency in Ukrainian and English (written and spoken).
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Sharepoint databases).
  • Valid Ukrainian driving license, category C is additional asset.
  • Knowledge of and commitment to safeguarding, whistleblowing, PSEA and anti-corruption.

Highly desired:

  • Knowledge of the Ukrainian political, conflict and humanitarian context.
  • First aid or advanced health training.
  • Recent HEAT or equivalent training.
  • Experience with GIS software or other mapping systems.

  • Ukraine is a complex security environment, and the evolution of the war is completely unpredictable – experience in insecure environments is essential to success in this position.
