Billing Engineer

The Billing Engineer will be responsible for preparation, verification, and certification support of contractor bills for water supply infrastructure projects under MP Jal Nigam. The role involves quantity verification, BOQ reconciliation, measurement book (MB) preparation, rate analysis, variation tracking, and coordination with site and finance teams.

The position plays a critical role in ensuring accurate financial control, compliance with contract conditions, and timely payments in large-scale water infrastructure projects.

Key Responsibilities

1. Measurement & Quantity Verification

• Record and verify site measurements as per approved drawings and BOQ.

• Prepare and maintain Measurement Books (MBs).

• Cross-check quantities executed with DPR and Good for Construction (GFC) drawings.

• Verify quantities for pipelines, WTP, ESR, pump houses, valves, road restoration works, etc.

2. Bill Preparation & Certification Support

• Prepare Running Account (RA) bills and final bills.

• Scrutinize contractor submissions and supporting documents.

• Assist Resident Engineer/PMC in certifying IPCs.

• Ensure deductions (retention money, advances, penalties) are correctly applied.

3. Contract & BOQ Management

• Monitor BOQ consumption and cost deviations.

• Assist in preparation of variation orders and extra item analysis.

• Conduct rate analysis for non-BOQ items.

• Maintain updated cost tracking sheets.

4. Coordination & Documentation

• Coordinate with site engineers, quality team, and contractor billing staff.

• Maintain billing records, progress reports, and payment registers.

• Support audit queries and financial reviews.

• Ensure compliance with MP Jal Nigam and government financial procedures.

5. Progress Monitoring

• Compare physical progress with billed quantities.

• Prepare monthly financial progress reports.

• Assist in cash flow projections and project forecasting.
