About Your Role

CMTS is seeking an experienced Civil Engineer to support the Los Angeles Unified School District (LAUSD) Facilities Services Division.

The Civil Engineer will perform highly complex professional civil engineering work related to the planning, design, and construction of District facilities and site improvements. This position will provide technical direction to District personnel, architects, consultants, contractors, and other project stakeholders while supporting the successful delivery of major educational facility projects.

The successful candidate will have extensive civil design experience on commercial or public agency projects, strong AutoCAD capabilities, and an active California Professional Engineer license.

Responsibilities

• Assist in defining and reviewing Project Requirement Documents, scopes of work, project schedules, and interim housing requirements.
• Perform complex civil engineering work involving the planning, design, and construction of District facilities and site improvements.
• Apply civil engineering principles, practices, processes, and procedures to project scope development, budgeting, design review, and technical coordination.
• Provide technical direction to architects and consulting civil engineers regarding District policies, standards, and design guidelines.
• Review and oversee civil engineering requirements involving:
  • Site grading
  • Paving
  • Fencing
  • Parking layouts
  • Streets and roadway improvements
  • Storm drainage
  • Sewer systems
  • Utility improvements
  • Other site development improvements
• Provide technical direction in the preparation and review of project scope documents, topographic surveys, design drawings, specifications, and other technical documents.
• Obtain and manage contracts and task orders for civil engineering, land surveying, and related professional services.
• Review civil engineering plans, specifications, and technical documents for compliance with District requirements, applicable codes, standards, and design guidelines.
• Identify conflicts between civil, architectural, structural, and other engineering elements and recommend or direct appropriate revisions.
• Develop, update, and maintain civil engineering standards, guidelines, and specifications.
• Direct and review site development and feasibility studies, including estimated costs for grading, street improvements, utilities, and property development requirements.
• Provide technical guidance and resolve civil engineering issues encountered during construction.
• Coordinate with contractors, architects, engineers, construction inspectors, and District project personnel regarding field conditions and engineering requirements.
• Provide professional certification of civil engineering designs and documents as authorized by applicable licensing requirements.
• Coordinate with the City of Los Angeles and civil engineering consultants to obtain reviews, approvals, and permits for off-site improvements.
• Support B-Permit and A-Permit work involving sidewalks, driveways, bus drop-offs, ADA curb ramps, and related improvements.
• Coordinate permit closeout activities.
• Assist with civil engineering matters related to property transactions, including legal descriptions, easements, parcel maps, and street vacations.

Education Requirements

• Bachelor’s degree in Civil Engineering from a recognized college or university.

Minimum Qualifications

• Minimum of eight (8) years of full-time paid professional experience in civil design on commercial or public agency projects.
• Educational facilities experience is strongly preferred.
• Demonstrated experience with civil/site development design and construction.
• Experience with AutoCAD design software.
• Proficiency with Microsoft Office and related business software, including:
  • Microsoft Word
  • Microsoft Excel
  • Adobe
• Strong knowledge of applicable civil engineering codes, standards, design practices, and construction requirements.
• Ability to review complex engineering drawings, specifications, surveys, and technical documentation.
• Ability to coordinate effectively with public agencies, consultants, contractors, architects, engineers, and project stakeholders.

Required License

• Current and valid Professional Engineer (PE) license in Civil Engineering issued by the California State Board for Professional Engineers, Land Surveyors, and Geologists.

Preferred Experience

• Civil engineering experience supporting K-12 educational facilities, school districts, or other public agency capital improvement programs.
• Experience coordinating with the City of Los Angeles.
• Experience with A-Permits and B-Permits.
• Experience with site development, grading, drainage, sewer, street, utility, ADA, and off-site improvement projects.
• Experience reviewing or certifying civil engineering plans and design documents.
• Experience managing civil engineering consultants, surveying services, contracts, and task orders.
