Job Purpose
As a Compliance Specialist, you will be responsible for the efficient onboarding and ongoing monitoring of carriers for Scout Freight and its affiliated companies. This role is the first line of defense for our carrier network, combining document review, carrier vetting, insurance verification, and fraud prevention. You'll play a critical role in making sure every carrier we work with is qualified, properly insured, and legitimate – protecting our customers' freight, reducing risk from fraud and double brokering, and helping operations move loads with confidence.
Key Responsibilities
- Carrier onboarding and qualification involves reviewing carrier information, W-9s, certificates of insurance (COIs), and broker-carrier agreements to ensure every carrier meets Scout Freight's minimum qualifications before any freight is tendered.
- Carrier vetting requires screening and reviewing carriers through onboarding and vetting platforms, and verifying USDOT/MC operating authority, authority age, safety ratings, and CSA/SMS data through FMCSA SAFER and related sources.
- Insurance verification means confirming auto liability, cargo, and general liability coverage types, limits and tracking expirations, cancellations, and renewals.
- Fraud and double brokering prevention covers monitoring carrier compliance activity and identity indicators – such as changes to contact, banking, or remit-to information, newly issued or reinstated authority, and mismatched contact or equipment details – to detect and prevent fraud, cargo theft, and double brokering.
- Ongoing carrier monitoring involves reviewing alerts on active carriers and deactivating or restricting any that fall out of compliance (for example, lapsed insurance, revoked authority, or an unsatisfactory safety rating) or that do not meet service standards.
- Data integrity and recordkeeping requires keeping carrier profiles accurate and current in our transportation management system (TMS) and other systems of record, and maintaining complete, audit-ready documentation.
- Carrier setup support means serving as the point of contact for carrier setup questions from operations teams and carriers, guiding carriers through onboarding and resolving documentation issues quickly.
- Carrier agreement coordination covers coordinating the execution and procurement of additional carrier agreements, such as Trailer Interchange Agreements (TIAs), and ensuring signed agreements are filed and tracked.
- Escalation and exception management involves escalating exceptions, high-risk findings, and suspected fraud to management with clear documentation and recommended next steps.
- Regulatory awareness and reporting include staying current on FMCSA registration and regulatory changes and emerging fraud trends, and supporting compliance reporting, internal reviews, and audits.
- Other duties and responsibilities as assigned by leadership.
Qualifications
- Education: High school diploma or equivalent required; Bachelor's degree preferred, though not required; equivalent work experience in freight brokerage, carrier compliance, or logistics operations is valued.
- Experience: 1–3 years of carrier onboarding, carrier compliance, or freight brokerage experience (logistics operations, transportation insurance, or carrier support experience transferable).
- Skills: Working knowledge of FMCSA operating authority, safety data, and carrier insurance requirements; ability to read and interpret COIs; proficiency with Microsoft Excel and a TMS; experience with Highway, RMIS, MyCarrierPackets, or similar vetting platforms is a plus.

- Working knowledge of freight brokerage and carrier compliance, including FMCSA authority, safety ratings, and insurance requirements.
- Sound judgment and a healthy skepticism when reviewing carrier documentation and spotting fraud red flags.
- Strong organizational skills and attention to detail when managing a high volume of carrier files simultaneously.
- Clear, professional communication with carriers and internal teams, including the confidence to decline or deactivate a carrier and explain why.
- Integrity and discretion when handling sensitive carrier, financial, and personal information.
- Adaptability to evolving regulations, fraud tactics, and business priorities.
