Location of Project : Batticaloa and Trincomalee in Eastern Province Kilinochchi, Mullaitivu and Vavuniya in Northern Province

Location of Engagement : National and Regional Level (North and East of Sri Lanka)

Reports to : Senior Advisor - Monitoring, Evaluation, Research and Learning

Contract Period : August - October 2026



WUSC Sri Lanka is seeking a results-driven Consultant (Individual or Firm) to lead the research and and analysis of baseline data for the STRIVE Project (Strengthening TVET Resilience and Inclusive Vocational Employment). This 5-year initiative aims to transform the TVET ecosystem in Sri Lanka’s Northern and Eastern Provinces. A baseline through literature review was already completed for the project and the selected consultant under this advertisement will be responsible for conducting a comprehensive field level baseline survey through primary data collection. The focus is specifically on measuring the baseline value for the outcome level indicators, with a strong emphasis on gender equality and green skills.

The assignment requires a high level of technical expertise in understanding the project, designing tools, field data collection, data cleaning, statistical analysis, and thematic coding. We are looking for a research firm or a team of professionals with required qualifications. Familiarity with the socio-political and economic context of the Northern and Eastern Provinces is essential. Duration of the consultancy will be approximately August to October 2026.
