Description of Work

The Assistant Director of Finance is a senior leadership position within the Division of Child and Family Well-Being (DCFW) responsible for overseeing all financial and budget processes for the division. Reporting to the Chief Operating Officer, the Assistant Director of Finance leads the Division’s budgeting and financial reporting activities. The role oversees a Finance Section that includes direct supervision of the Chief Budget Officer and Procurement Manager, and ensures effective workflow management, staff utilization, and operational performance across teams. The position will also work closely with the Chief Operating Officer in collaborating with the Procurement Team and shared deliverables. This position manages and oversees a Division budget of more than $570 million that includes $65 million in state appropriations and complex funding streams such as federal grants, receipts, and Medicaid reimbursements.

The Assistant Director of Finance works closely with Division senior leadership and program management to implement an integrated approach to fiscal management, grant management, and contract management. The Assistant Director of Finance will develop and prepare regular executive and senior management reports necessary for planning and division management. The role provides technical guidance on financial practices and establishes policies, procedures, and internal controls that promote consistency, accountability, and operational excellence. The Assistant Director also provides surge capacity when needed to support critical operations and time-sensitive deliverables. The Assistant Director represents the division in meetings key agencies including NCDHHS Budget and Analysis, Office of Procurement Contract and Grants, Office of Internal Auditor, Office of State Auditor, and Office of State Budget and Management.

Serving as the primary technical liaison to internal and external auditors, the Assistant Director is responsible for audit preparation and leads the submission of accurate and timely reports, responses, and documentation supported by strong internal controls and sound financial practices. In addition, the Assistant Director is responsible for strengthening Finance Office capacity through staff development, performance management, and ongoing process improvement. This includes using performance metrics and other data analysis to guide decisions that enhance operational effectiveness and efficiency.

The Assistant Director of Finance maintains effective working relationships with internal divisions, state and federal agencies, local partners, contractors, professional organizations, and other stakeholders to support the Division’s financial and operational needs.

Salary Range: $70,478.00 - 123,336.00

Recruitment Range: $70,178.00 - $105,000.00

DCFW oversees one of DHHS’ largest and most impactful portfolios, encompassing major health and nutrition programs such as the Supplemental Nutrition Assistance Program (SNAP), the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), the Child and Adult Care Food Program (CACFP), SUN Bucks (Summer EBT), and the Early Intervention/North Carolina Infant Toddler Program (NC ITP).
