Job Description

Duration: 1 Year PLUS long contract

BACKGROUND INFORMATION

TheIntegratedFinancialInformationSystem(IFIS)istheOntarioGovernmentsERPapplicationusedby everyministryforrecordingfinancialtransactions,A/P,A/R,loadingbudgets,managingcase,BIreporting, etc.ThemaincomponentofIFISisOracleE-BusinessSuiteR11.TheIFIStechnologyismanagedbythe EnterpriseServicesClusterwithintheMinistryofGovernmentServices(MGS).

InadditiontoOraclese-BusinessSuite,IFISalsoincorporatestheOraclesFinancialAnalyzer(OFA)tool. OFAprovidestheabilityforOPSfinancialanalyststoreportontransactionaldatatosupportmanagerial decisions.Inadditiontosupportingfinancialanalysisandreporting,OFAisusedinthefollowingcritical enterprisefinancialmanagementprocesses:

    • PreparationoftheOntarioBudgetandtheFallEconomicOutlookandFiscalReview
    • MonthlyforecastingofMinistries’cashflowrequirements
    • PreparationofthePublicAccounts

CLIENT’S REQUIREMENTS

SCOPE OF SERVICES AND DELIVERABLES - TheServicesandDeliverablestobeprovidedbythe Vendorwillincludethefollowing:

Development Team 1 GL (General Ledger)

Thedevelopmentteam willprovidecustomizationandretrofittingofbusinessfunctiontotheupgradedIFIS environment.ThedevelopersareexpectedtopossesscurrentskillsinOracleE-BusinessSuite developmenttoolsas wellasaverystrongfunctionalunderstandingoftheGeneralLedger,Cash ManagementandFixedAssetsmodulesofOracleE-BusinessSuite.

TheVendor’sPersonnelwillalsoberequiredto:

    • Completeworkandachievemilestoneswithintheassigneddeadlines;

    • NotifytheCluster/MinistryprojectManagerin writingofanyissuesorothermaterialconcerns relatedtotheassignmentdeliverables,assoonasthehe/shebecomesawareofthem;
    • SubmitdeliverablesfortheCluster/Ministryapprovalastheyarecompleted;

    • ComplywiththeOntarioGovernmentandtheCluster/Ministrysecurityproceduresandpractices;

    • ComplywiththeOntarioGovernmentandtheCluster/Ministryarchitecture/technologystandards andbestpractices;
    • ComplywiththeOntarioGovernmentandtheCluster/MinistryConflictofInterestandConfidentiality Guidelines;
    • ProvideknowledgeandskilltransfertoadesignatedCluster/Ministrystaff;and

    • ComplywiththeOntarioGovernmentI&ITDirective,OperationalPolicyontheI&ITProject GatewayProcess,andotherapplicableGuidelines,StandardsandProcedure.

SKILL SET REQUIREMENTS:

Eachproponentmayproposeuptotwo(2)resourcesperR12E-BusinessSuiteModulesasshowninthe tablebelow.ProponentsmustproposeresourcesthathaveexperiencewiththeOracleE-BusinessSuite GeneralLedger,CashManagementandFixedAssetsmodules.Inaddition,proponentsmayalsopropose consultants whohaveexperiencewiththeotherOracleE-BusinessSuiteapplicationmoduleslistedinthe tablebelow.Amaximumofsix(6)consultantsintotalmaybeproposed.

The following points describe skills and experiences which would make a consultant suitable for this position:

    • StrongunderstandingofkeyfunctionalityofOracleE-BusinessGeneralLedger,CashManagement andFixedAssets.
    • Atleast5 yearsofOracleERPimplementation,developmentandsupportexperience
    • Knowledgeableinthecustomizing,enhancing,applicationsandbusinessprocesses,integrationwith OracleEBSandothersourcesystems
    • Experiencewithatleast2OracleR12upgradeimplementationprojectsintheroleofdeveloperor developmentlead
    • ExperiencedwithcustomizationwithOracleEBSR12Applications
    • Experienceasdeveloperordevelopmentleadina24x7customizedandintegratedOracleEBSR12 ITteam
    • ExperiencesupportingcustomizedOracleEBSR12inaproductionenvironment,withexternaland internalintegrations
    • Workingfunctionalknowledgeandhands-onexperienceoftheinter-relationshipsbetweenOracleE- BusinesssuiteofApplicationsand3rdpartyApplications
    • Knowledgeableindevelopmentbasics,security,configurationandmaintenanceofcustomizations
    • Experiencewithmostorallofthefollowingtechnologies:

  • Provenexperienceinworkingonlarge-scalecomplexprojectsforscalabilityandhighavailability,
  • Abilitytofacilitateandconducteffectiveanalysisandresearch,includingneeds assessment/requirementsanalysis,quantitativeanalysisandqualitativeanalysis,
  • Knowledgeofpublicsectorstructureandpolicies,includingrelevantpublicpolicy,
  • Objectives,principlesandconstraints,organizationalculture/unionisedpublicsectorenvironmentand applicationofrelevantlegislationandpolicies.(e.g.ConflictofInterest,FIPPA),
  • KnowledgeandexperiencewiththeOPSUnifiedI&ITProjectManagementMethodology(UPM) includinggatesandcheckpoints.

ProposedconsultantsmustbeabletodemonstrateknowledgeofandexperienceinOracleE-Business Suitedevelopmentskills.Theknowledgeandexperiencemusthavebeengainedthrough workonsimilar projectsinsizeandscopetothisproject.Thedevelopersproposedmusthavesimilarexperienceonprior R12OracleE-Businessimplementationsandbeabletosupportbothfunctionalandtechnicalteam members.
