Position Summary

We are seeking a Healthcare Facility Manager for a unique opportunity to support an Indian Health Services owned Hospital in Red Lake, MN. The role will be instrumental in reviewing and updating all facility engineering and maintenance policies, programs, and practices. Through policy review, program review, and training for operations and maintenance staff, this role will set up this healthcare facility for future success and operational excellence.

Essential Functions

Policy Review

  • Review all hospital policies involving engineering and maintenance within the first two weeks of site arrival.
  • Provide comments and suggestions for improvement for policies to hospital leadership upon completion of the review.
  • Update and finalize policies and procedures for engineering and maintenance within the first 6 months of arriving.

Programmatic Oversight

  • Plan and direct the work of the facilities and quarters maintenance department to ensure the safe, efficient, and compliant operation of the hospital's physical environment and infrastructure.
  • Provide general oversight, guidance, and leadership to the facilities and quarters maintenance staff.

Contract review and oversight

  • Prepare new Request for Purchase packets for new contracts.
  • Develop Statements of Work, perform market research, provide input to COR for independent government cost estimates.
  • Working with and through Government COR assigned to contracts serving HHCC facilities and quarters maintenance, ensure compliance with contracts and or provide recommendations as needed.

Computerized maintenance management system (CMMS)

  • Phoenix Area Indian Health Service (PAIHS) uses Nuvolo as its CMMS.
  • Review existing planned maintenance (PM) work orders.
  • Perform Review CMMS equipment inventory for completion and accuracy.
  • Update existing work orders to ensure they meet current regulations/requirements where applicable.
  • Ensure current PM activities cover all necessary work to comply with Joint Commission, OSHA, and NFPA requirements.
  • Review records of accreditation-related PM completion.
  • Ensure associated binders contain updated completion documentation.
  • Prepare and deliver a report of missing documentation to service unit leadership and the COR.
  • Direct maintenance staff to complete missing work orders they are capable of completing.
  • Coordinate work with leadership and COR to contract work staff is not able to complete.

Equipment Inventory

  • Perform full review of CMMS inventory of safety and life safety equipment.
  • Verify inventory against actual equipment on site.
  • Provide a report of inventory findings to COR.
  • Identify equipment from CMMS inventory to be removed with explanation (i.e. fire extinguisher replaced with “make, model, serial” fire extinguisher).
  • Identify equipment on site that is not listed in inventory, may refer back to previous bullet as long as make, model, and serial are provided.
  • Provide on-site oversight of existing and new construction projects.
  • Establish and maintain communication with IHS and Tribal construction project managers.
  • Act as primary technical point of contact for construction and/or renovation projects.
  • Attend construction meetings as HHCC technical representative

Training program

  • Review maintenance staff training, education, and skills documentation within two months of on-site arrival.
  • Within one month following the completion of the training documentation review, develop a training plan for the department to include the following.
  • Individual training for each maintenance staff targeted at enforcing their technical knowledge of assigned responsibilities.
  • In coordination with the hospital safety department, develop a safety training plan for all maintenance department staff.
  • In coordination with the safety department, develop an initial orientation, education, and skills training program.
  • Following review, editing, and approval of the training plan by COR and service unit leadership, implement the training for all engineering and maintenance staff within 6 months of arriving.
  • Develop a management and oversight plan for initial and annual education and skills training.


Qualifications, Certifications, and Experience:

  • Minimum qualifications: Bachelor's degree in mechanical, electrical, or civil engineering from an ABET accredited college or university.
  • Minimum experience: 5 years in the role of hospital facility manager.
  • American Society of Healthcare Engineers Certified Hospital Facility Manager certification is preferred but not required.


Work Environment

This role is 100% onsite, performing facility maintenance and operations oversight at a healthcare facility. Candidates should expect to spend time on their feet, walking around the facility, and inspecting various building systems equipment. This will likely include time spent in equipment rooms, inspecting equipment housed outdoors, and on roofs.


Physical Demands

Standing and Walking:

  • Long periods of standing and walking throughout the facility to inspect systems, supervise repairs, or respond to urgent maintenance issues.

Lifting and Carrying:

  • Lifting and carrying tools, equipment, or materials, often up to 50 pounds.
  • Occasional assistance with heavier loads using proper lifting techniques or team support.

Climbing and Balancing:

  • Climbing ladders or stairs to reach equipment or inspect roofs, HVAC units, or other elevated systems.
  • Working on uneven or elevated surfaces.

Bending, Kneeling, and Crouching:

  • Performing repairs or inspections in tight or awkward spaces.
  • Installing or adjusting systems at ground level or under equipment.
