Position Summary Delart Information Technology Co., Ltd. is establishing a new affiliated entity in Hong Kong and expanding its local operations. We are looking for a hands-on HR & Operations Manager to support the day-to-day administrative, payroll, HR, finance coordination, and office operations of our Hong Kong entity.

This position will serve as the primary onsite administrative and employee-support contact for Delart Hong Kong. The role will work closely with external service providers, including our payroll provider, immigration counsel, and finance/accounting consultant, as well as Delart's regional and global teams.
This is a hands-on role suited for someone who is comfortable managing a variety of operational responsibilities rather than focusing on one specialized function.

Key Responsibilities (but not limited to):

Payroll & HR

  • Coordinate with Delart’s local third-party payroll provider to process monthly payroll for Hong Kong employees once hired, with the ability to support payroll operations as the local team grows.
  • Collect and review payroll inputs, including new hires, compensation changes, leave information, reimbursements, and other payroll-related adjustments.
  • Maintain accurate employee records and support employee onboarding and offboarding activities.
  • Coordinate required payroll, MPF, and other employee-related administrative matters with external providers.
  • Respond to routine employee questions regarding payroll, HR processes, benefits, and company procedures.
  • Assist employees with routine operational or administrative issues that arise onsite.

Immigration & Work Authorization

  • Coordinate with Delart's immigration provider in Hong Kong regarding work visa and work authorization matters for employees who require sponsorship.
  • Gather supporting documents and information from employees and internal stakeholders for immigration filings.
  • Track immigration cases, deadlines, renewals, and required documentation.
  • Serve as the internal point of contact between employees, Delart, and external immigration counsel.

Finance & Entity Administration

  • Research and assist local payroll and accounting vendor setups.
  • Work closely with Delart's part-time finance and accounting consultant to support the ongoing administration of the Hong Kong entity.
  • Assist with invoice documentation, expense records, vendor payments, and basic financial administration.
  • Support coordination related to the company's Hong Kong bank account and banking documentation.
  • Maintain organized corporate, financial, and administrative records.
  • Coordinate with external accountants, consultants, banks, and other service providers as needed.

Office and Lab Management

  • Be onsite at the Delart Hong Kong office and serve as the primary administrative point of contact for employees and visitors.
  • Support employee onboarding, office and labs access, badge administration, workplace inquiries, and general onsite needs
  • Serve as the primary administrative and security point of contact for visitors, employees, deliveries, and package receipt.
  • Coordinate office access, labs, visitor management, deliveries, vendors, and other basic office administration.
  • Help maintain a professional, organized, and secure office and lab environment.
  • Manage the daily operations of the HK office and on-site laboratory.
  • Implement and oversee access control procedures for personnel, office, labs and materials.
  • Maintain laboratory safety protocols, manage lab equipment, and ensure a clean and organized lab environment.
  • Coordinate with vendors for office and lab supplies, equipment maintenance, and other services white tracking lab inventory and ingoing and outgoing supplies.

General Operations

  • Support general business and administrative activities for the Hong Kong entity.
  • Coordinate with Delart's Operations Manager in Shenzhen regarding operational matters affecting the Hong Kong office or lab.
  • Assist with local vendor coordination, purchasing, documentation, and office-related requests.
  • Maintain internal trackers, records, and operational documentation.
  • Support ad hoc projects and other operational needs as the Hong Kong organization grows.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Finance, Operations, or a related field required.
  • Approximately 4 to 5 years of experience in HR operations, payroll administration, office operations, business administration, or a similar role.
  • Experience coordinating payroll in Hong Kong; familiarity with Hong Kong payroll practices and MPF requirements.
  • Experience working with external payroll, immigration, accounting, or professional service providers.
  • Strong organizational skills with the ability to manage multiple administrative responsibilities simultaneously.
  • Comfortable working independently and being the primary onsite administrative and security point of contact for a small office.
  • Strong attention to detail, particularly when handling payroll, employee information, financial documentation, and immigration records.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office, Google Workspace, or similar business tools.
  • Professional fluency in English required
  • Cantonese and/or Mandarin would be beneficial for working with local vendors and regional teams.
