About this role
PRIMARY OBJECTIVE
- Core responsibilities is to lead the organization's human resource’s function encompassing all aspects from personnel management, strategy development and policy development and implementation to program execution, ensuring alignment with company objectives.
- The HR Manager will assume a critical role in talent acquisition, employee engagement, performance management, adherence to employment laws,
- Oversee the Payroll Department and the accurate and timely processing of payroll. This includes managing and administering employee compensation, generating payroll reports, and ensuring that employee payments are made promptly and in accordance with legal requirements and company policies.
- The overarching goal is to foster a positive and inclusive workplace culture while attracting, retaining, and developing top talent as the company's HR backbone
- The Manager will mentor department heads to ensure the strict and equitable implementation of policies and procedures.
WORK PROFILE
- Full time employment
- 8 hours per day (Mon-Fri 0800-1700)
- 4 hours per Saturday (0800-1200)-Overtime work when required
- Work on Public Holidays as necessary
- Standard Employment Conditions as per PNG Labor Act
JOB REQUIREMENTS & ACCOUNTABILITIES
- Oversee Recruitment, Selection and Hiring:
- Establish effective screening and evaluation processes to assess candidate's qualification and suitability for employment with the company.
- Recommends the top 3 strong candidates for interview of the recruitment manager
- Ensure the pre-employment background check is done before sending employment offer
- Draft employment offer and contract with negotiated compensation package and send off the approve employment offer to the selected candidate.
- Oversee Onboarding and Induction: Initiate the onboarding procedure such as:
- Creation of personal work email
- Request for official work laptop, mobile phone (CUG Inclusion and Data Plan)
- Request for Inclusion of Medical Insurance (as required)
- Request for Work station allocation
- Request for Uniform/ PPE (as required)
- Do the Induction for the Non-Citizen Employee
- Introduce the new staff to all (electronic and personal introduction)
- Organizational Development:
- Review organizational structure with all the department heads and recommend suitable restructuring plan to maintain smooth operation of each department
- Submit final drafts of the organizational structure
- Rolls-out the approved organizational structure
- Policy Formulation and Implementation:
- Responsible for reviewing all HR Policies and Procedures
- Ensuring all policies and procedures are strictly implemented
- Industrial/Labor Relations, Grievance Management:
- Point of Contact to all Industrial Labor Concerns. Suggest and recommend immediate resolution to a pressing Labor concern. Otherwise suggest further assistance from Legal Consult
- Head the grievance process for all staff concerns:
- Employment concerns,
- Payroll Concerns
- Mandatory benefits concern such as: NASF, NCSL, Final Entitlements and Disputes.
- Act as the Official Representative to Labor Hearing (as necessary)
- Training & Development:
- Act as the main contact for career and professional enhancement for all staff:
- Recommend applicable training program for permanent staff for their enhancement
- Coordinate to Head of Department for Training Programs that will uplift their team's work performance
- Prepare training budget and liaise with Finance Team for budget allocation and disbursement
- Ensure that all training registry are well maintained.
- Payroll Compliance:
- Accurate Employee Data Management (HR ensures that employee information, such as job classification, salaries, benefits is accurate and up to date. This helps payroll calculate wages correctly and comply with Labor laws.
- Time and Attendance Tracking (HR monitors employee’s’ working hours, overtime, leave and absences to ensure payroll processes compensations in accordance with company policy, Labor laws and employment act.
- Benefit and deductions management (Correct deductions applied to payroll)
- Regulatory compliance: HR stays informed about changes in employment laws and ensures payroll practices, such as minimum wage, overtime and tax withholdings comply with current legal requirements and cascades all pressing issues to Exco for transparency.
- Collaboration with Finance (HR to work closely with Finance department to ensure payroll expenses align with budgets and finance forecasts ensuring regulatory compliance and financial reporting).
- Performance Management:
- Assist in overall performance evaluation of all permanent staff
- Prepare overall performance evaluation summary
- Prepare overall performance salary increase
- Personnel Management
- Oversee the personnel movement of all projects ensuring all personnel are fully compliant with the requirements of the respective projects
EDUCATION / QUALIFICATIONS / EXPERIENCE
- Bachelor’s Degree in Human Resources, Business Administration or related Field
- Professional HR Certifications from recognized institutions
- Relevant HR Experience
