Essential Duties and Responsibilities

System Administration

  • Maintain, troubleshoot, and secure the Town's local area network (LAN), fiber ring, servers, hardware, software, and cloud-based services.
  • Serve as the primary helpdesk contact and escalation point for Town employees experiencing hardware, software, connectivity, telephone, or other technology-related issues.
  • Set up, configure, and support computers, mobile devices, printers, peripherals, and VoIP telephone equipment for Town employees.
  • Support technology systems throughout Town facilities, including access-control systems, camera systems, fuel systems, and other municipal technology.
  • Manage technology onboarding and offboarding for Town employees, including equipment and system access.
  • Assist with enterprise system integration and other technology systems used by the Town.

Helpdesk & User Support

  • Serve as a primary point of contact and escalation resource for Town employees experiencing hardware, software, network, connectivity, telephone, or other technology-related issues.
  • Diagnose and resolve hardware, software, connectivity, printing, telephone, and peripheral equipment issues.
  • Explain technical information and procedures to employees with varying levels of technical knowledge.
  • Provide guidance and training regarding standard software applications, cybersecurity awareness, and specialized municipal systems.
  • Assist employees with technology-related questions, troubleshooting, and basic user training.

Cybersecurity & Data Protection

  • Organize and manage the Town's cybersecurity plan.
  • Manage data backups, disaster recovery protocols, and system security updates to protect confidential municipal and citizen data.
  • Maintain appropriate system access and security controls in accordance with Town policies and procedures.
  • Provide cybersecurity awareness and training to Town personnel as appropriate.

Vendor & Project Coordination

  • Coordinate with third-party IT service providers, software contractors, telecommunications providers, and hardware vendors.
  • Serve as a point of contact between Town departments and technology vendors as appropriate.
  • Coordinate the installation, configuration, testing, and rollout of new municipal software, hardware, and technology systems.
  • Assist with technology-related projects, system upgrades, implementations, and integrations.
  • Draft or assist with technical specifications, requests for proposals (RFPs), bid documents, and bid evaluations for technology purchases.

Technology Management

  • Maintain accurate inventory records for Town technology assets throughout their lifecycle. Assist Town administration with preparing the annual IT budget and monitoring technology expenditures.
  • Follow Town purchasing rules and procedures when acquiring technology, equipment, software, and related services.
  • Participate in the Town's IT Committee and assist with technology-related projects and recommendations.
  • Assist with the Town website and related technology needs as assigned.

Municipal Administration & Training

  • Train Town personnel on standard software applications, cybersecurity awareness, and specialized municipal systems.
  • Support audio-visual (AV) equipment and live-streaming setups for Town Council and public meetings.
  • Provide technical support for Town Council meetings and other public meetings as needed.

General Responsibilities

  • Serve as a resource to Town departments regarding technology operations, cybersecurity, and technology planning.
  • Stay informed regarding relevant technology, cybersecurity, software, hardware, and municipal technology practices.
  • Follow all Town policies, procedures, security requirements, purchasing requirements, and applicable laws and regulations.
  • Maintain confidentiality of information accessed through Town systems.
  • Exercise sound judgment when handling sensitive information, technology systems, security matters, and user access.
  • Perform other duties and responsibilities as assigned by the appropriate supervisor or Town administration.


Qualifications and Skills

Required Knowledge and Skills

  • Working knowledge of computer hardware, software, operating systems, network infrastructure, and telecommunications systems.
  • Working knowledge of Windows and Mac operating systems, Active Directory, server administration, and network security.
  • Knowledge of cybersecurity principles, data protection, backups, and disaster recovery practices.
  • Strong troubleshooting and problem-solving skills involving hardware, software, networks, and peripheral devices.
  • Ability to install, configure, maintain, and troubleshoot computers, mobile devices, network equipment, and related technology.
  • Ability to communicate technical information clearly to individuals with varying levels of technical knowledge.
  • Strong interpersonal and customer service skills.
  • Ability to organize and prioritize multiple projects, requests, and deadlines.
  • Ability to work independently while also collaborating effectively with Town departments, vendors, contractors, and administration.
  • Ability to maintain accurate records and documentation.
  • Ability to exercise sound judgment and maintain confidentiality when working with sensitive information.
  • Ability to learn and adapt to new technology, software, systems, and procedures.

Background Screening

  • Employment is contingent upon successful completion of any background screening required by Town policy, the requirements of a particular position or system, or applicable law.

Driver's License

  • Valid Indiana driver's license and ability to travel between Town facilities and municipal buildings as required to perform assigned duties.

Preferred Qualifications

  • Associate's or bachelor's degree in information technology, computer science, cybersecurity, network administration, or a related field.
  • Experience supporting multiple departments or locations.
  • Experience working in a municipal, governmental, public-sector, or similarly regulated environment.
  • Relevant industry certifications in information technology, networking, cybersecurity, or related areas.
  • Experience with Microsoft environments, Active Directory, network administration, VoIP, cloud-based services, cybersecurity, or municipal software systems.

Confidentiality & Security Expectations

The IT Coordinator may have access to confidential and sensitive information and systems, including employee information, financial information, law enforcement and public safety systems, citizen information, network credentials, security systems, and other protected municipal data.

The employee is expected to:

  • Maintain strict confidentiality of information accessed through Town systems.
  • Follow Town policies and procedures regarding information security, acceptable technology use, records, and confidentiality.
  • Protect system credentials, access permissions, and other security-sensitive information.
  • Report suspected security incidents, unauthorized access, or other technology-related concerns in accordance with Town procedures.
  • Access information and systems only as authorized and necessary to perform assigned duties.

  • Sit, stand, walk, communicate, and use hands and fingers to operate computers and other equipment.
  • Work at a computer for extended periods of time.

  • Move, carry, or position computers, monitors, networking equipment, printers, telecommunications equipment, and other technology-related items as required.
  • Occasionally work in locations such as server rooms, utility areas, mechanical spaces, or other municipal facilities where technology equipment is located.
  • Travel between Town facilities and municipal buildings as necessary to perform assigned duties.
  • Work independently or with others depending upon the assignment.
  • Work outside of normal business hours when necessary to support system maintenance, upgrades, emergency technology issues, public meetings, or other Town operations.

The employee may be required to lift or move equipment weighing up to approximately 50 pounds, with heavier equipment moved with assistance or appropriate equipment and safety procedures.

The employee may be exposed to varying temperatures, dust, noise, electrical equipment, and other conditions associated with municipal facilities and technology installation or maintenance.
