IT Support

The Contractor shall provide advice and assistance in support of Operational Information Management (IM) and RW programs ensuring effective, timely and optimal operation of Information Systems that support the R&D mission of AFRL/RW. The work will encompass the activities associated with information management, information technology, automation support, system administration, computer programming, configuration management, training, telecommunications, help desk, operations, customer support, administrative support, technical engineering, and other specialized networking and data communications services. This PWS also describes a dedicated R&D environment sub-team of IT professionals who will provide support across RW for activities currently accomplished by S&Es as additional duties or are gaps in capabilities requested by S&Es throughout RW. The sub-team requirements are identified by the term “sub-team” in the lead in paragraphs and focus primarily on those and the sub bullets that follow. This team is a component of the RW IT support team but may not be appointed as CSAs to provide admin support on standard desktop systems connected to NIPRNet and SIPRNet (AFNET). They will be appointed CSAs/FSAs for DREN and Enclave systems. Requirements include customer support, application development, planning, network implementation, systems integration, communication support, computer-communication maintenance, ITE asset management, Secure and Non-secure VTC and meeting support, IA, TCO duties and CSA/FSA responsibilities as directed by AFGM2018-17-02, EITM and successor guidance. All positions require a secret clearance and at least (5) of the Contractors will require TS clearances to support the Kinetic Kill Vehicle Hardware- in-the Loop Simulation (KHILS) Facility, Controlled Secure Workspace (CSW) facilities, and the JWICS. Of the five TS positions, two (2) shall require SCI billets/access to support the CSW. The support is driven by user requirements (~ 800 Personnel). The support may be performed along with Government Civilian and military counterparts. Support will be provided to all offices and remote facilities that encompass the Munitions Directorate. The Contractor shall provide necessary personnel to perform work relating to the preceding areas as described by this task. The Contractor shall ensure adequate resources are dedicated to satisfy the requirements of work assignments. The Contractor shall ensure all personnel supporting Secure VTC (SVTC) systems are certified and accomplish training (Level 1 and 2), and continuing education required IAW current Defense Information Systems Network Video Services facilitator certification policy. The Contractor shall ensure all IT/IM personnel are certified and accomplish training/continuing education required IAW DoD 8570.01M and subsequent successor guidance and implementation policies.
