Consultant Responsibilities 
Under the supervision and coordination of the team leader and core team members, theCountry Focal / Digital Health Implementation Specialist will serve as the primary country-level point of contact for project implementation, stakeholder coordination, and technicalsupport.

What You'll Do:

  • Stakeholder convening and coordination between the international consulting team, ADB, government counterparts, and other key stakeholders such as digital healthecosystem players including government health agencies, regulatory bodies, privatesector technology companies, healthcare providers, NGOs, and academic institutions;may also include national regulatory bodies and policy makers to ensure digital healthstrategy alignment with existing health policies and regulatory frameworks
  • Engagement of the digital health stakeholder network throughout projectimplementation and maintenance of stakeholder database and meeting documentation
  • Technical support and strategy development through in-country assessments of digitalhealth landscapes with emphasis on telemedicine feasibility, AI-enabled point-of-carediagnostics, and geo-mapping technologies
  • Country-level stakeholder workshops/consultations for substantive inputs to the draftingof country-specific national digital health strategies and technical guidelines incollaboration with the international team
  • Contribute to case study development documenting country-specific digital healthinitiatives through the frameworks provided by international team
  • Participate in project meetings, workshops and other internal and external facing eventsas country representative
  • Local validation and contextualization inputs to ensure technical outputs are culturallyappropriate, locally relevant, and implementation-feasible
  • Monitor and facilitate country-level activities to ensure timely delivery of project output,and provide regular progress updates to Team Lead
  • Provide logistics and local arrangements support for all project activities, includingbudget monitoring, engaging research assistants or administrative support as needed toeffectively manage the scope of responsibilities, subject to Team Leader approval andwithin the overall contract budget

Requirements

  1. BA/BS and 5+ years of experience or graduate degree and 7+ years of experience. Degrees in Health Policy, Public Health, Health Systems, Health Informatics, or related field required
  2. Demonstrated knowledge of national health systems, digital health policies, and regulatory
  3. Experience in conducting health system assessments, stakeholder consultations, and policy analysis
  4. Strong facilitation and convening skills for multi-stakeholder coordination, with proven ability to engage government agencies, private sector, healthcare providers, and civil society organizations
  5. Experience with digital health strategy development, health policy drafting, or health system strengthening projects strongly preferred
  6. Strong organizational and project coordination skills with ability to manage complex stakeholder relationships
  7. Fluency in local languages and English with strong communication and analytical skills
  8. Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders
  9. Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas
