Job Description

ICF is currently seeking a Senior Program Control Analyst to work in a dynamic, fast-paced environment with senior ICF professional staff, clients and partners, on complex projects in the water resources, transportation, energy, and planning and development sectors. Job duties will be primarily focused on budget, forecasting and financial contractual compliance for programs on the West Coast. The Senior Program Control Analyst will provide internal budget and contracts management and an external client-facing supportive role to the Project Manager. Experience in data management, contracting, scope development, financial reporting, invoicing compliance, and scheduling with strong organizational and communication skills is required. Position available in our West Coast locations including Sacramento, San Francisco, Seattle, Portland, Los Angeles, Irvine or San Diego with the option to work remote or hybrid.

About On-Call Employment with ICF

Given the seasonal or project-specific nature of our environmental work, ICF often hires environmental professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (we usually schedule work hours a few weeks ahead of time), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (along as their outside work does not create a conflict of interest with the work they do for ICF).

Key Responsibilities

• Ensure accuracy and compliance in financial and invoicing activities.

• Support project setup, maintenance, and close-out activities.

• Coordinate with clients and subconsultants on contractual, budgeting, and invoicing requirements.

• Monitor and track program budgets, forecasts, and contract modifications.

• Maintain and update Excel tracking sheets, SharePoint sites, project documentation, client deliverables and file systems.

• Support colleagues and coordinate compliance across various internal departments within ICF.

Qualifications

• Bachelor's degree in environmental planning, finance or related field.

• 5+ years of related experience

• Strong MS Office Excel skills, including SharePoint

• Ability to manage multiple tasks and deadlines simultaneously. 

• Exceptional attention to detail and organizational skills. 

• Be able to analyze the details but see the bigger picture.

• Excellent communication and interpersonal skills to work with colleagues, clients, and partners.

• Experience with forecasting and financial analysis.

• Self-motivated and excellent problem solver.

• Able to navigate complex challenges and seek out solutions.

• Ability to work effectively as part of a team

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$89,261.00 - $151,744.00California Remote Office (CA99)
