Job Summary:

The Program Delivery Specialist, Workforce Partnerships supports the coordination and operational delivery of industry-aligned workforce programs that advance the Community College of Rhode Island’s role as the state’s workforce provider.

Working collaboratively with Directors, Managers, instructors, and cross-functional college teams, this position supports workforce program operations, scheduling, communications, and data tracking to ensure efficient, student-centered program delivery. Supports a coordinated, student-centered experience by ensuring timely communication, service alignment, and operational readiness across multiple service areas.

The Program Delivery Specialist serves as an operational and administrative support resource across workforce initiatives, helping ensure programs are delivered effectively, learners receive coordinated support services, and program records and reporting requirements are maintained accurately and in a timely manner.

Duties and Responsibilities:

Program Coordination & Support

  • Support implementation and day-to-day coordination of workforce programs across locations and modalities

  • Assist with program scheduling, logistics, facilities coordination, materials, and technology needs

  • Support participant onboarding and communication throughout the program lifecycle

  • Coordinate program communications with participants, instructors, and partners

  • Assist with maintaining program calendars, schedules, and operational timelines

Stakeholder Coordination & Collaboration

  • Serve as liaison among internal teams and external partners

  • Coordinate cross-functional collaboration with Recruitment, One-Stop, Advising, Career Services, Student Financial Services, academic units, institutional research, and finance teams

  • Ensure day-to-day operational alignment supporting seamless learner onboarding, progression, and completion

Operational & Administrative Support

  • Support scheduling and logistics, including facilities, technology, materials, and equipment needs

  • Support monitoring of enrollment levels and program capacity in alignment with established plans and operational requirements

  • Track and maintain accurate records of student attendance, participant progression, and course completion data

  • Support financial tracking related to grants, contracts, invoices, and travel expenses

  • Maintain accurate records for compliance and reporting

  • Enter, update, and validate program data in workforce systems and tracking tools

  • Generate standard reports and provide data to managers and directors as requested

  • Ensure timely, accurate, and consistent execution of program operations to support high-quality service delivery across workforce offerings

Instructor & Staff Coordination

  • Coordinate onboarding logistics and documentation for instructors and trainers

  • Support instructional scheduling and ensure classroom and technology readiness

  • Assist managers and instructional leads in tracking instructional quality metrics and participant feedback

  • Serve as a point of contact for instructor scheduling, logistics, and day-to-day coordination needs

Process Improvement & Service Coordination

  • Document operational challenges and provide feedback to managers to support process improvements to workflows and participant experience

  • Support implementation of workforce systems, processes, and service coordination practices

  • Assist with maintaining consistent operational practices across workforce programs and locations

Required Qualifications:

  • Bachelor’s degree

  • 1 to 3 years of workforce program or related experience

  • Strong organizational, communication, and customer service skills

  • Ability to manage multiple priorities and deadlines in a fast-paced environment

  • Proficiency with spreadsheets, databases, and office software

Preferred Qualifications:

  • Experience in workforce development, higher education, or community college settings

  • Experience supporting grants, contracts, or workforce training programs

  • Experience working with students, adult learners, employers, or community partners

  • Familiarity with student information systems, workforce databases, or reporting systems
