Summary
The Program Manager, Nigeria is a senior country-based leadership role responsible for overseeing the design, performance, growth and sustainability of MiracleFeet’s national programs in Nigeria; one of our most strategic and complex country portfolios. As MiracleFeet’s primary in-country representative, the Program Manager will work through and alongside local implementing partners to strengthen clubfoot identification, referral, and treatment access, and integration within Nigeria’s health system.
This role is not a direct implementation position. Rather, the Program Manager will strengthen the capacity of implementing partners to deliver high-quality programs, engage government stakeholders, improve program performance, strengthen financial accountability and data integrity, and expand clubfoot treatment across Nigeria. The role requires a strong program leader with demonstrated experience managing partner organizations, navigating complex health systems, analyzing programmatic and financial performance, and facilitating stakeholder engagement within the Nigeria public heath ecosystem.
The Program Manager will support partners to advance integration of clubfoot services within maternal, newborn and child health, rehabilitation, disability, and primary healthcare systems while ensuring alignment with MiracleFeet’s RunFree2030 strategy. The role will also provide oversight of performance, partner accountability, data quality, enrollment growth, and sustainability planning across the country portfolio.
The ideal candidate will bring strong experience managing implementing partners, reviewing programmatic and financial performance, ensuring compliance, strengthening accountability systems, supporting policy and system’s change and driving performance improvement. A strong understanding of financial management, budget oversight, and donor compliance is essential, alongside proven ability to ensure data quality, integrity, and use for decision-making. This role is not expected to perform accounting, auditing, or technical financial management functions but must possess sufficient financial literacy to assess partner financial performance, identify risks, and strengthen accountability.
Equally important are strong people leadership, strategic thinking, and stakeholder management skills, particularly within complex government institutions such as the National Commission for Persons with Disability and the Ministry of Health, technical working groups, and national coordination platforms and NGO ecosystems to influence policy, program integration and service delivery.
This role reports to the Director of Programs, supervises Nigeria-based staff (including the Program Field Officer), and works closely with the global Programs team. The position is home-based in Abuja, Nigeria and requires up to 30% travel.
Key Responsibilities
Program Leadership, Partner Management & Systems Integration
- Provide strategic oversight of MiracleFeet’s Nigeria portfolio to ensure program quality, growth, sustainability, and alignment with the RunFree2030 strategy and national health priorities.
- Support implementing partners in the design, implementation, and continuous improvement of clubfoot programs, including strengthening service delivery, case identification, referral pathways, treatment adherence, and patient outcomes.
- Assess partner performance and organizational capacity, identify operational, financial, governance, and programmatic risks, and support development of mitigation and capacity strengthening plans.
- Support partners in expanding access to services, increasing enrollment, and reaching underserved and hard-to-reach populations.
- Build and maintain strategic relationships with implementing partners, government institutions, healthcare facilities, professional associations, and other key stakeholders.
- Advance integration of clubfoot services within maternal, newborn and child health, disability, rehabilitation, and primary healthcare systems through engagement with federal and state government stakeholders and relevant professional bodies.
- Strengthen partner capacity to build sustainable systems, improve accountability, and support long-term institutionalization of clubfoot services within Nigeria's health system.
- Review partner programmatic and financial performance reports and ensure accountability, quality implementation, and effective use of resources.
Financial Oversight & Accountability
- Review partner budgets, expenditure reports, and financial reports to ensure accuracy, accountability, and alignment with implementation of approved workplans and results
- Monitor financial performance and identify trends, variances, risks, or areas requiring corrective action
- Strengthen partner financial management systems and reporting quality.
Identify discrepancies between financial and programmatic performance and escalate risks as needed. - Ensure compliance with donor requirements and internal financial standards.
Monitoring, Evaluation & Data Systems Strengthening
- Oversee routine monitoring of partner performance through structured reporting, field engagement, and performance reviews.
- Ensure timely, accurate, complete and reliable data collection across all program sites in Nigeria, with a strong focus on data quality, integrity and accountability.
- Strengthen partner capacity in data quality assurance, analysis, and use for decision-making.
- Review program performance dashboards and partner reports to identify unusual trends, data quality concerns, performance anomalies, or potential integrity risks, and ensure timely escalation, investigation, and resolution as appropriate.
- Use program data to identify implementation challenges and opportunities for performance improvement.
- Conduct regular field visits (up to 30%) to validate data, assess program quality, provide technical support, and strengthen implementation systems.
- Promote the routine use of the data for performance management, accountability, partner engagement, and continuous program improvement.
Promote a culture of learning, accountability and continuous improvement among implementing partners
People Leadership & Strategic Management
- Supervise, coach, and develop the Nigeria-based Program Field Officer and other staff as applicable.
- Provide ongoing performance management, mentorship, and professional development support.
- Contribute to cross-country learning, innovation, and program improvement initiatives.
- Collaborate with global teams on strategy development, program innovation, and grant management best practices.
- Represent MiracleFeet in national technical forums, stakeholder engagements, and strategic discussions.
- Support documentation and sharing of lessons learned, promising practices and program achievements.
Health Systems Strengthening & Strategic Partnerships
- Promote integration of clubfoot services within broader health systems strengthening, primary healthcare, disability inclusion, child health, and rehabilitation initiatives, while identifying opportunities to strengthen workforce capacity, referral systems, service delivery platforms, and supply chain management.
- Build and sustain strategic relationships with federal and state government institutions, primary healthcare agencies, disability commissions, professional associations, development partners, and other key stakeholders to advance policy adoption, program integration, and government ownership of clubfoot services.
- Support implementing partners to engage government stakeholders, participate effectively in technical working groups and coordination platforms, and contribute to policy discussions, technical consultations, and health systems strengthening efforts related to disability and child health.
- Assess opportunities for geographic expansion and partner growth, considering health system capacity, stakeholder environments, cultural contexts, and service delivery needs.
- Support sustainability planning and implementation strategies that strengthen government ownership, financing, coordination, and long-term institutionalization of clubfoot services within public health systems.
- Represent MiracleFeet in relevant national forums, technical consultations, disability inclusion platforms, and health systems strengthening initiatives, while contributing to national and regional learning, knowledge exchange, and sector collaboration.

Minimum Qualifications
- Master's degree in public health, Health Policy, Health Systems, International Development, and Social Sciences.
- Minimum 10 years of progressive experience in program management in public health, child health, health system strengthening, or related programs, preferably in Nigeria or similar contexts.
- Demonstrated experience managing implementing partners, grantees, or NGO partners, including oversight of program performance, accountability, and organizational capacity strengthening.
- Experience engaging government institutions, technical working groups, and national coordination platforms at national and subnational levels.
- Demonstrated experience working across multiple states in Nigeria and navigating national and state health systems.
- Demonstrated experience reviewing programmatic and financial performance, including budget oversight, donor compliance, and risk management.
- Strong track record using data for program management, performance improvement, and decision-making.
- Demonstrated experience in financial analysis, budget management, and donor compliance.
- Proven experience supervising teams and managing performance.
Familiarity with Nigeria’s political, cultural, and stakeholder landscape and experience working across diverse regions of the country. - Willingness and ability to travel nationally and regionally (up to approximately 30%).

Salary, Benefits & Eligibility
- Salary will be commensurate with experience, qualifications, and location.
- This is a contract-based position. MiracleFeet will not provide a U.S.-based employment contract.
- Contractors are eligible for paid time off, including 10 national holidays based on their country of residence, as well as travel insurance for approved work-related international travel.
