Project Administration/Analyst

FWI is building a team to develop and monitor Veterans’ Employment and Training Service (VETS) program’s performance outputs and policy support services, to include updating current policies, initiating new policies to support national, state, and local veterans’ offices, or examining federal policies affecting execution of veterans’ programs and changing policies to include latest Congressional and Executive Order decisions. As a Senior Analyst you will be a part of a team that is responsible for evaluating and analyzing program performance data, research and development of program policy and processes, and review and update of policy implementation in regional and field offices.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8:00 am to 6:00 pm.

Responsibilities

• Rigorously analyze data and build data visualizations that support findings and recommendations to stakeholders
• Communicate technical guidance for data collection instruments, provide technical assistance to customers, and present performance outcomes
• Lead client-facing meetings and requirements-gathering sessions to understand business and technical needs, clarify data and reporting requirements, communicate project statuses and blockers, and translate stakeholder feedback into actionable solutions and deliverables
• Support peer reviews and quality assurance and validation exercises; troubleshoot data and visualization issues; and perform additional duties to ensure analytical products are accurate, consistent, and aligned with client requirements
• Conduct comprehensive research on and analysis of data products to understand underlying data schemas, source systems, calculations, business rules, and data-cleaning methodologies
• Recommend enhancements to dashboards and visualizations, ensuring the proposed improvements preserve data integrity while improving usability, clarity, and analytical value

Qualifications

Required:

• Bachelor’s degree
• A minimum of five (5) years of experience in each of the following areas:

• Identifying, repairing, and maintaining data gathering systems: This includes experience with data infrastructure, data collection tools, data cleaning and processing methodologies, and troubleshooting data quality issues
• Developing guidance on how to access and interpret data products and providing verbal and written one-on-one technical assistance: This includes experience with preparing user guides, job aids, and other documentation; providing clear and concise technical explanations; and troubleshooting issues with users
• Preparing data: This includes retrieving extremely large datasets from existing databases, connecting and combining data from multiple internal and external data sources, then applying filters, joins, unions, counts, and other operations that yield the desired result
• Interpreting data: This includes experience with data analysis techniques, identifying trends and patterns in data, and drawing conclusions from datasets

• A minimum of three (3) years of experience creating and maintaining Tableau or Power BI dashboards/maps, to include preparing and querying the data using workflows in Tableau Prep Builder or Data Analysis Expressions (DAX).
• Ability to undergo and successfully pass a minimum background investigation (MBI) or a background investigation (BI) conducted through the U.S. Department of Labor

Desired:

• Bachelor’s degree in data analytics, computer science, or a related field
• Experience supporting workforce development programs and addressing issues surrounding employment and training programs: This includes understanding the goals and objectives of various workforce development programs, the challenges faced by participants, and the best practices for program design and implementation
• Experience using national and statewide workforce agency development systems: This includes understanding the structure and function of the Employment and Training Administration’s Workforce Integrated Performance System (WIPS) and the Participant Individual Record Layout (PIRL)
• Experience conducting quantitative analysis: This includes advanced skills in data analysis, data visualization, and the interpretation of complex datasets using tools such as Microsoft (MS) Excel, MS Access, Power BI, Tableau, Python, etc.

Pay Range

$94,000 - $114,000/year
