Project Engineer

JOB PURPOSE

Responsible for managing and leading engineering projects, capital expenditure (CAPEX) investments, and technology transformation initiatives at the factory. This includes overseeing the entire project lifecycle, from concept development and detailed design to commissioning and handover. Ensure projects are delivered on time, within budget, and in compliance with safety and quality standards while generating value through productivity improvement, cost optimization, and operational flexibility.

KEY RESPONSIBILITIES

- Lead and manage the full project lifecycle, including concept development, design, installation, construction, testing, commissioning, handover, and final acceptance for machinery investments, production line modifications, automation upgrades, and manufacturing layout optimization.

- Develop and maintain overall project schedules, allocate resources effectively, and ensure robust project control throughout execution.

- Manage project budgets, including cost estimation, investment analysis, and maintaining accurate records within company systems.

- Collaborate with Project Accountants and Project Support personnel to monitor and control procurement activities, including PR/PO/VO processing, contracts, tender documentation, contractor assessment and selection, delivery schedules, and import quotas.

- Track project expenditures, payment documents, certified invoices, and budget utilization to ensure financial compliance and effective cost control.

- When assigned, take full ownership of productivity improvement and manufacturing optimization projects across all project phases, from engineering design and construction through commissioning and handover.

- Prepare and issue all required project documentation and reports, including project briefs, progress reports, cash flow reports, budget reports, SHE & Quality reports, Testing & Commissioning (T&C) reports, handover documentation, and final acceptance reports.

- Participate in and manage risk assessment activities such as PHA, HAZOP, and SIMAS reviews, and support operator training during project handover.

- Ensure all equipment and construction activities strictly comply with the factory's SHE standards and applicable legal regulations.

- Directly supervise workplace safety, work permit issuance, and contractor management throughout execution activities in production areas.

- Regularly report project progress, budget status, potential risks, and mitigation plans. Consolidate post-project reviews and contribute to the development and enhancement of engineering standards.

- Perform other duties as assigned by the line manager.

JOB REQUIREMENTS

- Bachelor's degree or higher in Engineering disciplines, preferably Mechanical Engineering, Electrical/Electronics Engineering, Automation Engineering, or Industrial Engineering.

- Strong knowledge of Engineering, Project Management, Safety, Health & Environment (SHE), and Quality Management, especially in CAPEX project execution and production line automation projects.

Proficient in AutoCAD (2D/3D) and Microsoft Project.

- Experience in project planning, procurement, tendering processes, and supplier evaluation.

- Good knowledge and experience in process technology, utilities, automation systems, and industrial equipment.

- Fluent English communication skills, both written and spoken.

- Strong communication, negotiation, and cross-functional collaboration skills.

- Solid understanding of safety and quality management principles.
