Job Description

The Electrical & Instrumentation (E&I) Supplier Quality Surveillance (SQS) Coordinator serves as the primary liaison between Engineering, Procurement, Suppliers, and Third-Party Inspection Agencies to ensure electrical, instrumentation, automation, and control system equipment complies with project specifications, contractual requirements, applicable codes and standards, and regulatory obligations throughout the procurement lifecycle.

The Coordinator is responsible for planning, coordinating, and overseeing supplier quality surveillance activities, including the deployment and management of third-party inspection resources, to ensure appropriate verification, inspection, testing, and documentation are completed prior to shipment and upon receipt at site. This role provides independent quality oversight during the Design, Procurement, Fabrication, Testing, and Delivery phases of the project, ensuring effective implementation of Supplier Quality Surveillance and Quality Control requirements as defined in the Project Execution Plan, SQS Plan, and applicable quality management systems.

The SQS Coordinator proactively identifies, assesses, and escalates supplier quality risks; evaluates nonconformances and corrective actions; monitors supplier performance; and communicates surveillance status, lessons learned, and emerging quality concerns to project stakeholders. The position plays a key role in ensuring purchased E&I equipment is manufactured, tested, documented, and delivered in accordance with established quality requirements and project expectations.

A strong background in Electrical & Instrumentation engineering, construction, commissioning, quality, or inspection is required. The successful candidate will be capable of reviewing and evaluating vendor quality documentation, Inspection and Test Plans (ITPs), electrical and instrumentation datasheets, control system documentation, calibration and loop-testing records, wiring and termination drawings, hazardous area certifications, and Factory Acceptance Test (FAT) procedures and results.

Responsibilities

• Develop Supplier Quality Surveillance Requirements (SQSRs) for the procurement of critical electrical, instrumentation, automation, and control system equipment, and ensure inspections are performed by qualified personnel.
• Contribute to the development and implementation of supplier quality strategies and objectives aligned with NANA Worley's values, purpose, and project requirements.
• Review and evaluate electrical and instrumentation vendor documentation, including datasheets, wiring diagrams, loop drawings, control narratives, logic diagrams, hazardous area certifications, Inspection and Test Plans (ITPs), quality plans, and Factory Acceptance Test (FAT) procedures.
• Coordinate supplier surveillance activities for instrumentation, analyzers, control systems, Programmable Logic Controllers (PLC), Motor Control Centers (MCCs), switchgear, transformers, motors, Variable Frequency Drives (VFDs), power distribution equipment, and packaged control systems.
• Coordinate and manage supplier surveillance assignments and third-party inspection resources; review inspection findings and reports; and ensure quality deficiencies, nonconformances, and corrective actions are effectively tracked, resolved, documented, and communicated to project stakeholders.
• Coordinate and witness Factory Acceptance Testing (FAT) activities, as required, and monitor surveillance-related budgets and cost performance.
• Provide supplier quality leadership, technical guidance, and mentoring to inspection personnel and project stakeholders.
• Verify that suppliers, inspectors, and project personnel perform their duties in accordance with applicable NANA Worley, regulatory, contractual, and Health, Safety, and Environment (HSE) requirements.
• Identify supplier quality risks, opportunities for improvement, and work with the SQS Manager to implement corrective actions and process improvements.
• Monitor supplier quality performance metrics and communicate quality risks, surveillance status, inspection results, and lessons learned to the project team.
• Review and assess nonconformances, corrective action requests, concession requests, and supplier responses to ensure issues are effectively resolved and closed.

Qualifications

• Bachelor's Degree in Electrical Engineering, Instrumentation Engineering, Electrical Engineering Technology, or an equivalent combination of education and relevant industry experience.
• Journeyman Electrician and/or Instrumentation Technician certification preferred.
• Minimum ten (10) years of relevant industry experience, including at least five (5) years supporting the design, fabrication, inspection, testing, commissioning, maintenance, or supplier quality surveillance of electrical and instrumentation equipment.
• Demonstrated experience supporting supplier quality surveillance, inspection, testing, commissioning, engineering, construction, or maintenance activities for industrial electrical, instrumentation, automation, and control systems.
• Proven ability to independently review and evaluate electrical and instrumentation vendor documentation, including datasheets, wiring diagrams, loop drawings, control narratives, logic diagrams, hazardous area documentation, Inspection and Test Plans (ITPs), Factory Acceptance Test (FAT) procedures, calibration records, and manufacturing record books (MRBs) or quality dossiers.
• Tertiary qualifications or certifications in Quality Management, Project Management, Procurement, or Supply Chain Management are considered an asset.
• Thorough understanding of supplier quality surveillance, supplier inspection management, quality assurance and quality control principles, and the implementation and continual improvement of supplier quality management systems.
• Working knowledge of applicable industry standards and practices related to electrical and instrumentation equipment inspection, testing, certification, and quality documentation.
• Strong leadership, communication, and interpersonal skills, with the ability to effectively engage suppliers, inspectors, engineering disciplines, and project stakeholders.
• Excellent written and verbal communication skills, including the ability to prepare clear technical reports, inspection summaries, and quality-related correspondence.

Supervisory Responsibilities:

No supervisory responsibilities, works independently but reports into the Procurement Group for client / contractual reporting. Works collaboratively with Engineering, Project Management and Quality.
