Senior NEPA Project Manager

The Opportunity

We are seeking an experienced NEPA Transportation Project Manager to lead environmental planning and compliance efforts for transportation infrastructure projects.

Position Summary: This role combines project management, client leadership, and technical expertise to successfully advance roadway, bridge, transit, and multimodal projects through federal, state, and local environmental review processes.

The successful candidate will manage multidisciplinary teams, coordinate with transportation agencies and resource regulators, oversee project budgets and schedules, and serve as a trusted advisor to clients navigating the National Environmental Policy Act (NEPA) process.

Key Responsibilities

Project Leadership

• Manage transportation projects through all phases of environmental review and project delivery.
• Develop and oversee project scopes, schedules, budgets, and quality management programs.
• Lead multidisciplinary teams of planners, environmental scientists, engineers, and technical specialists.
• Mentor junior staff and provide technical guidance and professional development support.

NEPA Compliance & Environmental Documentation

• Prepare, review, and manage environmental documentation, including: o Categorical Exclusions (CE) o Environmental Assessments (EA) o Environmental Impact Statements (EIS)
• Ensure compliance with NEPA and related federal and state environmental regulations.
• Evaluate project impacts to natural, cultural, and community resources.
• Develop avoidance, minimization, and mitigation strategies for identified environmental impacts.

Agency & Stakeholder Coordination

• Serve as the primary point of contact for clients, transportation agencies, and regulatory partners.
• Coordinate with agencies such as FHWA, USACE, state DOTs, and environmental resource agencies.
• Facilitate agency meetings, stakeholder engagement activities, public workshops, and public hearings.
• Build and maintain strong relationships with clients and regulatory partners.

Business Development

• Support proposal development and strategic pursuits.
• Participate in client development activities and industry organizations.
• Identify opportunities to expand environmental planning and transportation services.
• Represent the firm as a technical leader in transportation environmental planning.

Minimum Qualifications:

• Have a bachelor's degree in Environmental Science, Environmental Planning, Civil Engineering, Geography, or a related field.
• 7 years relevant experience in NEPA compliance, environmental planning, or transportation project delivery.
• PE and/or AICP.
• Be proficient in ArcGIS and in task and/or project management.
• Have proven ability to successfully address challenging or potentially controversial issues in a sound professional and business-like manner.
• Possess strong oral and written communication skills and have the ability to effectively interact with and build strong relationships with clients, customers, contractors, team members, and other key stakeholders.
• Demonstrated experience preparing and reviewing CEs, EAs, and EISs.• Proven project management experience, including managing budgets, schedules, scopes, and multidisciplinary teams.• Strong understanding of federal and state environmental regulations and permitting processes.• Excellent written and verbal communication skills, including public involvement and stakeholder facilitation.• Proficiency with Microsoft Office and environmental documentation tools.

Preferred Qualifications

• Experience supporting state DOT projects and federally funded transportation programs.
• Working knowledge of: o Clean Water Act Sections 401 and 404 o Section 106 Cultural Resources Review o Section 4(f) Evaluation o Endangered Species Act Compliance
• Experience with GIS and ArcGIS applications.
• Professional certifications related to environmental planning, project management, or transportation.
• Existing relationships with transportation agencies and environmental regulators.
