Senior Proposal Manager (Hybrid)

Job Description

TheSeniorProposalManageris responsible forleading and managingthe development of competitive proposals for federal government, state and commercialcustomersandensuring compliance with solicitation requirements while deliveringcompliant,compellingand high-qualitysubmissions.The Proposal Manager reports directly to theSenior Director ofProposal Operations.

Duties and Responsibilities

• Leads and coordinatesthe end-to-end proposal development process, including analyzing Requests for Proposals (RFPs), SF330s, Requests for Information (RFIs), and other solicitation documents.

• Leads all proposal activities, including managing proposal personnel, proposal schedules and deadlines, and monitoring the progress of the proposal.

• Collaborateswith internal stakeholders, including technical teams, subject matter experts (SMEs), contracts specialists,subcontracts and procurement,talentmanagementand business development teams to gather and integrate information.

• Ensuresall proposals adhere to solicitationandfederal acquisition regulations (FAR/DFARS)requirements.

• Develops, writes, and editsproposal content, including executive summaries, technical volumes, past performance, management plans, and cost narratives.

• Developsandmaintainsproposal schedules, outlines, compliance matrices, and review plans to ensuretimelyandaccuratesubmissions.

• Manage proposal color review process (Blue, Pink, Red, Gold teams), ensuringrigorous reviewof proposal documents toconfirmaccuracy, consistency, and alignment with solicitation requirements andcapture strategy.

• Manage color review assignments ensuring leadership participation.

• Manage feedback documentation assembly and dissemination to proposal team and adjudication and disposition of feedback and recommendations.

• Continuously refinesand improvesproposal development processes, tools, and templates to enhance efficiency and effectiveness.

• Implement AI proposal tools asappropriate inproposal development.

• Support other Proposal Operations activities (e.g., content databases, SharePoint library management, and branded process refinementetc..) as needed

Oral Presentations

• Manage directly or work with external oralscoachto leadproposal and operationsteamsthrough presentation development and orals rehearsals

• Create outline and framework for orals script and manage teams throughscript development

• Manage graphics artiststhrough presentation and other collateral development.

• Coordinate internal and external resources (orals coach, technical, management, graphics, specialty) to ensure compliant, compelling presentation development and delivery.

RequiredQualifications

• Bachelor’s degree with a concentration in business administration orrelated field or equivalent, relevant work experience

• Minimum of10years of experiencein proposal management

• Proventrack recordof managing and winningproposals$100M and above

• Thorough understanding of and ability to incorporatecompetitive analysis, customer analysis, win strategy development, and price-to winanalysis.

• Experience with proposal automation tools and generative AI solutions.

• Comprehensive understanding of federal contracting processes, FAR/DFARS regulations, and government procurement practices.

• Exceptional writing, editing, and communication skills

• Strong organizational and project management abilities with attention to detail

• Ability to manage multiple proposals simultaneouslyand prioritize competing projects

• Ability to deliver quality work on tight deadlines, with strong organization and priority setting skills

• Advanced working knowledge with Microsoft Office, SharePoint, Adobe, Teams.

Preferred Qualifications

• ExperienceonBase Operations and Security Services MATOCs

• APMP / Shipley certifications

• MS Project, Visio experience

Physical Requirements and Work Conditions

• Work involves sitting and standing for prolonged periods of time

• Work is normally performed in a typical interior/office work environment; travel within the United States isrequired
