[What you will be working on]

WINS (Workpass INtegrated System) is a large-scale Ops-Tech setup in MOM, to implement a multi-year initiative to replace the existing legacy systems and consolidate all work pass transactions into a one-stop integrated workpass system, via an Agile delivery approach.

We provide our customers (MOM users and employers) with reliable, adaptive and simple e-Services to facilitate their work pass transactions. This supports a complementary and sustainable workforce, and anchors Singapore as a global talent hub.

• (For internal WPD operations) Increasing operational efficiency to reduce operational overheads and increase efficiencies
• (For internal MOM policy-makers) Support implementation of manpower-related schemes
• (For external Employment Agencies / HR of Companies) Ensuring reliable e-services to transact with MOM for their employment pass-holders
• (For external employment pass-holders) Increase customer experience/satisfaction by allowing more direct transactions with MOM, for eligible pass-types

As a Software Engineer, you will lead implementation on critical features as part of the WINS development teams, building the internet eService for company's HR and Employment Agencies to transact with MOM.

We are seeking a talented and motivated Software Engineer to join our development teams. You will play a crucial role in designing, developing and maintaining our software products, ensuring they meet the highest standards of quality and performance. Be part of a cross-functional development team that values quality, automation and user experience of the user experience of the software we deliver.

• Collaborate with government agencies to deliver high quality software systems
• Work closely with the cross-functional agile team such as Product Managers, Designers to solicit business requirements and define technical requirements
• Work closely with fellow engineers to deliver technical solutions
• Drive adoption of relevant, up-to-date technologies, practices and tools in modern software development lifecycle
• Contribute to code reviews by offering feedback that enhances the overall quality of the codebase
• Participate in Scrum ceremonies, such as Sprint Planning, Review and Retrospective
• Participate in regular tech-sharing and solutioning sessions
• Ability to effectively prioritize and execute tasks in a fast paced environment
• Able to work independently with little supervision and guidance

[What we are looking for]

• Degree or Diploma in Computer Science, Electronics Engineering, Information Technology or related disciplines
• Experience designing, developing, and maintaining robust systems using Node.js
• Experience building and optimizing distributed integrated flows using Apache Camel
• Experience implementing and supporting distributed transactions using Narayana
• Proficient in writing efficient SQL queries and working with Oracle and PostgreSQL
• Proficient in writing comprehensive unit and integration tests using MockK and Mockito
• Experience with Docker, Kubernetes or other container orchestration tools
• Experience with AWS services such as EC2, S3, RDS, CloudWatch etc.
• Experience with observability and monitoring tools, especially the ELK stack

Please note that this will be a 2-year fixed term contract.
