Position Summary
The Senior Technical Program Manager leads major technology-focused capital construction programs across the District, integrating IT, Facilities, and low-voltage systems into cohesive, high-performance environments. This role combines technical leadership, construction coordination, and multi-discipline stakeholder management to deliver network infrastructure, audiovisual, and physical security systems within scope, on schedule, and on budget. You will coordinate cross-functional teams including architects, engineers, College Project Teams (CPTs), District IT, and systems integrators to ensure compliant design, smooth implementation, and complete project turnover.
Key Responsibilities
- Lead and manage **15–20 concurrent technology projects **, each potentially up to **$100M **, including data infrastructure, AV, access control, and surveillance systems.
- Facilitate design coordination with architects, low-voltage consultants, and MEP engineers to ensure proper integration of IT and facilities systems.
- Provide technical leadership and oversight for physical security system deployments (e.g., Lenel, Milestone, Axis).
- Oversee audiovisual system deployments in classrooms, lecture halls, auditoriums, and athletic facilities ensuring ADA compliance and pedagogical effectiveness.
- Review and approve technical documentation including shop drawings, RFIs, and submittals for compliance and constructability.
- Lead risk identification, assessment, and mitigation planning in coordination with construction management and cost estimating teams.
- Ensure orderly commissioning, training, and hand-off of systems with documentation that aligns with District IT governance.
- Maintain accurate project documentation and provide regular status reports to PMO leadership and stakeholders.
Requirements
Minimum Qualifications
- 10+ years of experience managing large-scale IT and low-voltage construction programs.
- Minimum of 5 years in higher education or public sector project environments.
- Demonstrated experience with managing consultants, engineers, and systems integrators across project delivery methods (Design-Bid-Build, Design-Build, Lease-Leaseback).
- Proven expertise delivering AV and physical security systems from design through commissioning.
- Strong working knowledge of **Division 27 & 28 specifications **.
- Experience with budgeting, scoping, and procurement of network, AV, and security systems.
- Proficiency with construction coordination tools (e.g., BIM/Revit, Bluebeam).
Preferred Qualifications
- RCDD certification (Registered Communication Distribution Designer).
- Project management certification (PMP, PgMP, or equivalent).
- Certifications such as **CTS, CCIE, ASIS **.
- Experience with California Community College facilities and public funding processes.
- Familiarity with TIA/EIA cabling standards.
- Experience with Cloud-based facilities platforms and high-speed network deployment (Cisco, Aruba).
