Working closely with program leadership, the Shift Operations Manager is responsible for operational continuity, safety, staffing coordination, incident management, and compliance across all functional areas. The Shift Operations Manager will provide operational oversight, guidance, and direction to department supervisors and functional area leads during assigned shifts.
This role requires strong leadership, sound judgment, crisis management skills, and the ability to perform effectively in a fast-paced, 24/7 operational environment serving individuals from diverse backgrounds and life experiences.
Key Responsibilities/Essential Functions:
Operations Management & Shift Oversight
- Maintain situational awareness of facility activities, staffing levels, service delivery, and operational needs.
- Ensure continuity of operations through effective shift transitions, briefings, and communication.
- Coordinate staffing assignments and operational resources to maintain appropriate coverage and supervision.
- Serve as the primary operational point of contact during assigned shifts.
Staff Leadership & Supervision
- Provide operational oversight, guidance, and support to department supervisors and functional area leads to ensure effective staffing, service delivery, safety, and compliance.
- Support staff in addressing operational challenges, participant concerns, and emergency situations.
- Reinforce training, safety procedures, and operational protocols.
Safety, Security & Incident Management
- Monitor facility operations to ensure a safe, secure, and orderly environment.
- Respond to incidents, emergencies, and operational disruptions in accordance with established procedures.
- Coordinate appropriate response efforts and resource deployment during critical events.
- Ensure incidents are documented, escalated, and reported in accordance with organizational requirements.
- Support implementation of crisis intervention and de-escalation strategies when necessary.
Compliance & Quality Assurance
- Ensure adherence to organizational policies, contractual requirements, and operational standards.
- Monitor operational performance and identify opportunities for improvement.
- Review reports, logs, and documentation for completeness and accuracy.
- Support audit readiness, inspections, and compliance monitoring activities.
Interdepartmental Coordination & Communication
- Coordinate activities between housing, family services, transportation, food service, security, and administrative functions.
- Facilitate communication between departments to support efficient operations and continuity of services.
- Escalate significant operational issues, staffing concerns, or emergencies to facility leadership as appropriate.
Participant Services & Facility Operations
- Promote a safe, respectful, and structured environment for all individuals in care.
- Ensure staff adhere to professional, culturally responsive, and trauma-informed service delivery standards.
- Support timely access to facility services, resources, and assistance.
- Monitor facility operations to ensure compliance with health, safety, and service delivery standards.
Required Qualifications & Core Competencies:
- Bachelor's degree in Business Administration, Public Administration, Criminal Justice, Human Services, Emergency Management, or a related field; equivalent experience may be considered.
- Minimum three (3) years of supervisory or management experience in residential, institutional, healthcare, hospitality, emergency response, or similar operational environments.
- Experience leading multidisciplinary teams in a fast-paced, 24/7 operational setting.
- Strong knowledge of operational oversight, incident management, staff supervision, and compliance-driven environments.
- Demonstrated leadership, decision-making, conflict resolution, and problem-solving skills.
- Strong written and verbal communication skills.
- Ability to work effectively under pressure and manage multiple priorities simultaneously.
- Ability to obtain and maintain required background clearances.
- Ability to read, write, and communicate effectively in English.
Desired Skills:
- Bilingual proficiency in Spanish or another commonly encountered language.
- Experience in residential, shelter, hospitality, healthcare, emergency management, or government-contracted operations.
- Training or experience in trauma-informed care, crisis intervention, conflict resolution, or de-escalation techniques.
- Experience supervising department managers, supervisors, or multidisciplinary operational teams.
- Familiarity with incident command, emergency response, or risk management principles.

Physical Requirements:
- Ability to stand and walk throughout the facility for extended periods.

- Ability to sit for extended periods while completing documentation and reports.
- Visual acuity sufficient to monitor facility operations and review documentation.
- Auditory ability sufficient to communicate effectively and respond to operational concerns.
