Sun Community Health (“SCH”) is a non-profit, non-political and non-sectarian organization. It is a local non-governmental organization in Myanmar and is established in particular to advance socially beneficial purposes in Myanmar by promoting and providing information, services and products related to the prevention, promotion, curation and rehabilitation of the major health services including but not limited to HIV/AIDS, malaria, tuberculosis, maternal and child health, reproductive health and non-communicable diseases with the aim of furthering good health, prosperity and the relief of poverty, distress and sickness. This also includes state-of-art training programs, quality assurance programs, and a robust supply chain and logistics system and health financing mechanisms. The Organization may also provide non-health related ancillary services that ensure and improve the well-being of its clientele.

JOB SUMMARY:

The Senior Healthcare Quality Officer is a field-based position with the primary role of evaluating the quality of care delivered by Sun Care Medical Officers, a variety of SCH affiliated healthcare providers, facilities and partners (across all relevant health areas) to ensure service delivery standards are met. It involves conduction of quality assessment across different health areas as well as supportive supervision visits to assigned territories. He/she is being responsible for all healthcare quality related activities including investigations into adverse events, reporting and taking necessary actions as required to ensure patient safety and best outcomes under the guidance of Healthcare Quality Manager.

The duties and responsibilities of Sr. Program Officer include:

• Conduct regular site inspections and skill assessment to healthcare providers and facilities

• Build rapport, provide feedback on errors and suggest solutions to the providers of all channels using quality assessment checklist.

• Conduct investigations into adverse events, initiate reporting and provide follow-up support to providers as required.

• Take responsibility to make sure and verify that collected data are of high quality and integrity throughout the assessment process until final reports are prepared and submitted.

• Initiate and support Healthcare Quality Manager in data analysis and report preparation.

• Lead and supervise Quality Improvement Officers on effective implementation and completion of assigned tasks.

• Involve and assist in designing quality assessment guidelines and tools to measure and/or appraise whether providers and facilities meet recommended standards of service delivery.

• Collaborate with Regional operation team and Training and Knowledge Development team for healthcare quality improvement of providers, facilities and staffs

• Involve in all new healthcare quality activities and related trouble shootings as needed.

 

Key Skills: The key skills required for the position of the Senior Healthcare Quality Officer include:

Medical: A Medical Doctor with sufficient experience on delivering services in each of health area of interest to SCH.

Quality Assurance: A comprehensive understanding of healthcare quality issues and the protocols (admin and medical) required for providers to meet minimum standards.

Mentoring Skills: Exceptional skills in conducting quality assessment, training, mentoring and supportive supervision techniques

Technical: A well understanding of the health areas in which SCH implements Communication skills: Good communication skills which will enable him/her to deal with providers of all channels during quality assessment

Organizational skills: Highly organized and be able to manage multiple tasks without needing close supervision and follow up

Qualifications

• M.B., B.S. degree holder

• Experience in working as a medical doctor

• Should have knowledge of SCH’s Quality Standards

• Should have good English language and report writing skills

• Must be well organized, systematic, dedicated, proactive, responsible and be able to interact well with others

• Must be willing and able to travel extensively to all project areas
