University of Doha invites applications for the position of Strategic Planning and Risk Management Specialist reporting to the Manager, Strategic Planning and Performance.

Responsibilities

Successful candidate will:

Contribute to the development, implementation, monitoring, and continuous improvement of UDST’s multi-year Strategic Plan, including establishing strategic goals and priorities and ensuring alignment with UDST’s mission, vision, and relevant national priorities, including Qatar National Vision 2030.

Conduct environmental scanning, SWOT and trend analyses, benchmarking, and other strategic assessments to identify emerging opportunities, challenges, and institutional risks that may influence the University’s strategic direction and priorities.

Develop and maintain strategic planning frameworks, policies, procedures, guidelines, and supporting tools to promote a consistent and integrated approach to strategic and operational planning across the University.

Prepare strategic performance reports, dashboards, briefing materials, presentations, and evidence-based recommendations for senior leadership to support institutional planning, priority setting, resource considerations, and informed decision-making.

Coordinate and monitor the implementation of the Strategic Plan and associated operational plans, working with relevant units to assess progress, identify implementation gaps and dependencies, and support the development of appropriate corrective or improvement actions.

Develop, review, and monitor institutional key performance indicators (KPIs), targets, milestones, and other performance measures associated with the Strategic Plan, and analyze performance trends to assess progress toward strategic objectives.

Coordinate with academic and administrative units in the development of annual operational and departmental plans, ensuring clear alignment between unit-level objectives, initiatives, performance measures, and University-wide strategic priorities.

Engage with colleges, departments, faculty, staff, students, and executive leadership to gather input, communicate strategic priorities, foster stakeholder engagement and ownership, and facilitate workshops and consultations supporting University planning processes.

Conduct comprehensive analyses of institutional and external data to identify trends, opportunities, performance gaps, and areas for improvement, and translate findings into actionable recommendations supporting strategic planning and institutional effectiveness.

Support University accreditation and institutional effectiveness activities by assisting with planning, evidence gathering, performance monitoring, institutional reporting, and demonstrating alignment between strategic priorities, institutional outcomes, and continuous improvement initiatives.

Support the University’s participation in external activities, including national and international rankings (e.g., Times Higher Education and QS), by coordinating with relevant data owners, supporting institutional data submissions and validation, monitoring ranking methodologies and indicators, conducting benchmarking and performance analysis, and identifying opportunities for institutional improvement.

Maintain strategic planning information, records, databases, and supporting documentation to support strategic planning, decision-making, and continuous improvement through clear findings and recommendations.

Support the development and implementation of strategic initiatives and institutional improvement projects arising from the Strategic Plan, including coordinating with relevant stakeholders, monitoring milestones and deliverables, and evaluating progress and outcomes.

Support UDST’s enterprise risk management activities by maintaining relevant risk management frameworks, policies, procedures, and the institutional risk register; coordinating strategic risk identification and assessment with relevant units; monitoring mitigation actions and controls; and reporting significant institutional risks to support strategic decision-making and organizational resilience.

Qualifications

Education and Certifications

• Bachelor’s degree in relevant field is required
• Master’s Degree is Preferable

Desirable: Qualification/certification in project management (e.g. Project Management Professional “PMP”, Master Project Manager “MPM”), and/or risk management (PMI Risk Management Professional “PMI-RMP”, Certified Risk Manager “CRM”, Certified Risk Management Professional “CRMP”)

Experience

• Minimum 5 years of relevant experience in Strategic Planning and Risk Management; preferably in higher education institutions
