Position Summary
We are seeking experienced Technical Managers to provide subject matter expertise and technical leadership supporting Department of Defense (DoD) Real Property Support Services (RPSS) programs worldwide. Technical Managers serve as senior advisors and functional leads, providing expertise in real property systems, infrastructure planning, facility analysis, environmental compliance, engineering support, utility analysis, and economic evaluation.
The Technical Manager will support government customers and project teams by providing technical oversight, analytical expertise, and recommendations that enhance real property data integrity, infrastructure decision-making, audit readiness, and installation planning efforts. This role requires demonstrated expertise in one or more DoD Real Property Systems of Record and the ability to support complex real property initiatives across multiple installations and stakeholders.

Essential Duties and Responsibilities

- Serve as a technical lead and subject matter expert for assigned functional areas and Real Property Systems of Record.
- Provide technical guidance, analysis, and recommendations supporting real property management, infrastructure planning, and installation decision-making.
- Support data validation, reporting, quality assurance, and audit readiness initiatives.
- Collaborate with government stakeholders, project teams, and subject matter experts to develop solutions and resolve technical challenges.
- Prepare technical reports, assessments, studies, and recommendations in support of customer requirements.
- Support process improvement initiatives that enhance data quality, operational efficiency, and mission effectiveness.
- Provide expertise in one or more specialized areas, including master planning, environmental analysis, engineering support, utility analysis, and economic or financial analysis.
Education, Experience, and Technical Skills

- Minimum of 2 years of demonstrated experience within the past 24 months supporting one or more DoD Real Property Systems of Record, including:
- GFEBS (General Fund Enterprise Business System)
- ePRISMS (Enterprise Proactive Real Property Interactive Space Management System)
- ISR-I (Installation Status Report – Infrastructure)
- RPLANS (Real Property Planning and Analysis System)
- PRIDE (Planning Resource for Infrastructure Development and Evaluation)
- ASIP (Army Stationing and Installation Plan)
- HQIIS (Headquarters Installation Information System)
- INFADS (Internet Navy Facilities Assets Data Store)
- MDI (Mission Dependency Index)
- BUILDER Sustainment Management System
- Geographic Information Systems (GIS)
- Demonstrated expertise in one or more Real Property Systems of Record and associated business processes.
- Strong analytical, technical, and problem-solving skills.
- Ability to prepare technical reports, studies, and recommendations.
- Excellent written and verbal communication skills.
- Ability to read, write, speak, and understand English fluently.
- Must possess and maintain a favorable NACI (Public Trust) determination at contract start and throughout employment.
- Must be available to work Monday through Friday, 8:00 AM–5:00 PM U.S. Central Time (CT).
- Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel.
- Must have or be able to obtain and maintain a valid driver's license.
Preferred Education, Experience, and Technical Skills
Experience supporting one or more of the following areas:
- Master Planning Support (installation master planning and facility planning processes)
- Environmental Analysis and NEPA Support
- Engineering Support for real property facilities, assessments, and process reviews
- Utility Analysis and infrastructure capacity planning
- Economic and Financial Analysis, including business case analysis, alternatives analysis, and life-cycle cost analysis
Working Environment
This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.
Physical Demands
Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.
Walking: This role requires the ability to move about inside the office to access the required technological equipment.
Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.
Using Hands/Fingers: This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.
