As we accelerate the expansion of our charging network across France, we are looking for a Bid Manager to own our public tender activity end to end. Public procurement is how we win our locations: you will run the pipeline of French tenders, write the responses that win them, and keep the whole team pulling in the same direction on every deadline. You will report to the Sales Manager France and work alongside our Business Development team.

Tender pipeline: monitor the French market tenders pipeline and qualify every opportunity that fits our network and business strategy

Go / no-go : build the decision with the Sales Manager based on the scoring grid, competition, pricing assumptions, technical constraints, resources needed

Bid ownership : run each tender from launch to award. You own the schedule, the content and the submission

Writing : draft the technical and financial propositions and tailor every response to the contracting authority Turn technical and financial input into a clear, convincing offer

Coordination : gather input from Operations, Finance, Legal, Marketing and HQ. Assign sections to the Business Development and Account Management team, review what comes back, keep one voice across your offers

Public sector relationships : work with municipalities, metropoles and energy syndicates before and after the tenders sourcing, pre-tender dialogue, site discussions, oral presentations and negotiation phases

Bid library : build and maintain reusable content such as reference answers, case studies, KPIs, visuals, so each new bid starts faster and stronger

Debriefs : analyse every result, won or lost. Request the scoring reports, benchmark the competition, feed the findings back into our pricing and strategy

Reporting : keep the Sales Manager and HQ updated on pipeline, deadlines, win rate and lessons learned

4–8 years of experience responding to French tenders (public and private), in bid management, business development or a technical proposal role. EV charging, energy, utilities and infrastructure is a strong plus

A track record of winning tenders, and the discipline to explain why the others were lost

Outstanding written French. You write clearly, you write to the criteria, and you edit your own work

Comfortable reading tenders documents (DCE, RC, CCTP,...etc), a pricing model, a business case and translating all into arguments a jury will follow

Able to get contributions out of people who do not report to you, on time

Structured under pressure. Several bids run in parallel, deadlines do not move

French native speaker, fluent in English

Willingness to travel occasionally in France for site visits and oral presentations

Flat hierarchies with efficient decision-making processes without red tape
