Role Overview

We are hiring a hands-on HR Operations Manager to lead end-to-end HR operations in Singapore and support SEA.

This role owns payroll, statutory compliance, government regulations, and employee lifecycle management. You will act as the subject matter expert for Singapore HR compliance while managing one junior HR Operations resource and driving operational discipline across the function.

Key Responsibilities

HR Operations & Employee Lifecycle

  • Own onboarding, contracts, confirmations, transfers, exits, and documentation.\

  • Ensure HRIS accuracy and audit-ready employee records.

  • Standardize and improve HR operational processes.

Compliance & Government Regulations (Core Focus)

  • Ensure full compliance with Singapore Employment Act and statutory frameworks.

  • Independently manage government portals (MOM, CPF, IRAS, etc.).

  • Monitor regulatory updates and implement necessary changes.

Work Pass Management

  • Manage end-to-end EP, S Pass, Dependant’s Pass applications, renewals, and cancellations.

  • Act as liaison with MOM and ensure ongoing compliance.

Payroll & Benefits (SME Ownership)

  • Own end-to-end payroll processing with 100% accuracy and timeliness.

  • Manage statutory submissions, CPF contributions, tax filings, reconciliations, and vendor coordination.

  • Oversee benefits administration and ensure audit readiness.

Stakeholder & Team Management

  • Partner with business leaders, finance, and regional HR teams.

  • Manage HR vendors and ensure SLA adherence.

  • Lead and mentor one HR Operations Executive (Sophia) while remaining hands-on.

Must-Have Requirements (Non-Negotiable)

  • Singapore Citizen (mandatory)

  • 5+ years of HR Operations experience in Singapore.

  • Strong expertise in Singapore employment laws and statutory compliance.

  • Proven experience handling government portals (MOM, CPF, IRAS).

  • Recognized payroll expert with full ownership experience.

  • High attention to detail and strong documentation discipline.

  • Strong stakeholder management skills.
