Local Content Manager - PMSC TLAFP

The Local Content Manager (LCM) leads implementation of the Local Content and Industry Participation Plan (LCIPP) to maximise Timorese participation in the TLAFP through local employment, procurement, supplier development, and skills transfer. The LCM identifies opportunities for local materials, labour and professional services, integrates local content requirements into procurement, monitors contractor performance, and delivers training and capacity-building programs. The role ensures sustainable workforce and industry development, leaving a stronger Timorese capability beyond project completion.

Key Responsibilities

• develop, coordinate implementation, monitoring and reporting on SMEC’s LCIPP

• updating the Local Market Diagnostic Report for inclusion in procurement documentation

• monitoring and reporting of the Contractors’ compliance with commitments to local jobs, local contract expenditure and skills improvement of the local workforce

• identification of Contractor emerging skills gaps and industry-based training opportunities.

Qualifications:

• Relevant tertiary qualification
• at least 5 years of experience working with the infrastructure sector on local industry participation and/or training outcomes.
• Experience in delivering industry-based training and/or working in Timor Leste or similar development and implementation contexts
