Monitoring, Evaluation and Learning Specialist - PMSC TLAFP

The Monitoring, Evaluation and Learning (MEL) Specialist is responsible for measuring project performance and ensuring that activities deliver intended outcomes. The role develops and implements monitoring and evaluation frameworks, manages data collection and analysis, and prepares performance reports to demonstrate progress against project objectives and stakeholder requirements. The MEL Specialist also identifies lessons learned, promotes continuous improvement, and supports evidence-based decision making through timely and accurate insights. By ensuring data quality, accountability, and organisational learning, the position helps maximise project effectiveness, improve delivery outcomes, and inform adaptive management strategies throughout the project lifecycle.

Key Responsbilities

• Delivery of all monitoring and evaluation tasks for the project in accordance with the Project Logic Framework and the Project MEL Plan

• Regular communications with AIFFP (the Australian Infrastructure Financing Facility for the Pacific) regarding

• Quality and format of reporting

• Systematic data collection (including challenges)

• Relevance and appropriateness of planned targets and performance indicators

• AIFFP’s six-monthly visits

Qualifications:

• Relevant tertiary qualification
• shall be a Timorese national with relevant experience / training who will be supported through training and professional development by the Service Provider (for example, through a non-key international MEL or other specialist)
