ROLE DESCRIPTION

This position is responsible for applying and enforcing the provisions of the International Conventions regulating ship safety and marine pollution prevention as applicable to Bermuda registered ships world-wide and other ships in Bermuda waters. The post holder conducts inspections, surveys, audits or examinations of vessels and equipment to assess, monitor and report on their condition and the effectiveness of on-board management systems and compliance of company systems with international standards. In addition, they inspect equipment intended for new or existing vessels to ensure compliance with various standards or specifications. Surveyors also investigate deaths and serious accidents occurring on, or affecting, Bermuda ships and prepare reports for international scrutiny.

Reports to the Chief Surveyor.

RESPONSIBILITIES

· Conducts surveys, including safety and pollution prevention surveys, throughout the ship’s life (vessels under construction, annual, intermediate and renewal surveys) to ensure compliance with international standards and Bermuda regulations and arranges the issue of statutory certificates as appropriate.

· Carries out ISM audits, ISPS Code verifications and MLC inspections.

· Carries out Flag State Inspections (FSI) on Bermuda-registered ships to ensure compliance and to maintain the quality standards of the Bermuda fleet.

· Conducts Port State Control Inspections on foreign registered ships visiting Bermuda.

· Manages the follow up to surveys, audits and inspections to coordinate, accept, agree and close out corrective actions and repairs made by the owner following survey and audit.

· Attends shipyard meetings with owners and classification societies to agree procedures and responsibilities during ship-building projects.

· Attends IMO, ILO, REG and any other conferences and meetings as directed by the Chief Surveyor or CEO.

ISM, ISPS and MLC Auditing and Certification Duties

· Communicates with recognized organizations, shipping companies, designated persons and company security officers with respect to Bermuda’s requirements for ISM, ISPS and MLC matters.

· Conducts ISM Code audits on ship management companies and monitors and controls the close out of non-conformities identified in company management systems.

Administration and Customer Support

· Assists with the development of office procedures and processes including from time to time taking the lead role in managing capital projects associated with Maritime Administration systems.

· Represents the Bermuda Shipping and Maritime Authority at international technical meetings as appropriate.

· Performs other duties that might be required from time to time with respect to ship safety and marine pollution matters as required by the Chief Marine Surveyor.

Implementation of the STCW Convention

· Corresponds with ship owners, ship managers and other interested parties with regard to the implementation of the Standards of Training, Certification and Watch-Keeping Convention on Bermuda ships.

· Approves applications for the issue of Bermuda documents recognizing certificates of competency issued in other countries.

· Corresponds with other marine administrations to verify the authenticity of certificates of competency presented for recognition.

· Reviews ship safety plans, mooring plans and emergency planning systems in ships with a view to deciding on the acceptable minimum level of safe manning and issues safe manning documents.

· Reviews schedules of working hours for compliance with international requirements in the applicable conventions.

QUALIFICATIONS

• Appropriate qualifications from a marine or nautical institution and relevant seagoing experience as a certificated ship’s officer holding or having held a valid management level certificate of competency and having maintained their technical knowledge of ships and their operation since gaining their certificate of competency. (Unlimited Master’s or Chief Mate’s Certificate of Competency (STCW ll/2) or Unlimited Chief Engineer Officer or Second Engineer Officer’s Certificate of Competency (SCTW lll/2)).

Or

• a degree or equivalent from a tertiary institution within a relevant field of engineering or science and have worked in a relevant capacity for at least three years.

Or

• accreditation as a surveyor through a formalized training programme that leads to the same standard of surveyor's experience and competency as that required above.

And

• In addition, candidates should have appropriate practical and theoretical knowledge of ships, their operation and the provisions of the relevant national and international instruments necessary to perform their duties as a flag State surveyor obtained through documented training programmes.
