Project Implementation Manager



This role is critical for providing vital ground-level leadership, navigating complex local governance structures, and directly supervising partners and field teams to ensure that project activities are safely and effectively executed within Syria.



Responsibilities:



  • Lead and oversee day-to-day, ground-level implementation of Project activities across target governorates (Aleppo, Deir Ezzour, Raqqa, Hasakah), ensuring delivery on time, within scope, and within budget.
  • Navigate complex local governance structures, including engagement with municipal authorities and community leaders, to secure safe and effective access for project activities.
  • Directly supervise the delivery partner and IN2 field teams, ensuring coordinated, high-quality implementation across all lines of effort.
  • Lead the preparation and delivery of client reporting and briefings, including for client site visits and delegation missions, ensuring accurate representation of on-the-ground progress.
  • Oversee the set-up of new IN2 offices, including site identification, security clearance, and operational readiness.
  • Act as the primary in-country point of contact and escalation for operational, security, and partnership issues, working closely with the Syria Office Security function to mitigate delivery risks.
  • Provide clear, consistent updates and reporting to IN2 leadership and the Joint Steering Committee, ensuring transparency and timely, informed decision-making.
  • Own risk management for in-country operations through active monitoring, updating, and resolution of issues in the project's risk register.
  • Ensure conflict sensitivity, GESI, and safeguarding principles are embedded in daily field operations, working alongside relevant subject matter experts and the MEL function.
  • Support the recruitment, onboarding, and management of local field staff, fostering a high-performing and safe working environment.
  • Deputise for the Senior Project Manager in-country when required, ensuring continuity of leadership and decision-making.



Qualification:

  • Educated to degree level or equivalent.
  • 7+ years' work experience in international development, NGO, stabilisation, or CVE programming, ideally within Syria or the wider MENA region.
  • Demonstrated experience navigating complex local governance structures and stakeholder engagement in conflict-affected or post-conflict settings.
  • Project Management Qualification(s) (e.g., PRINCE2, PMP) desirable.
  • Fluent Arabic and English, both written and spoken, required.
  • Proven experience managing field teams and delivery partners in high-risk or non-permissive operating environments.
  • Strong understanding of MREL methods, tools and techniques, and of EU donor compliance requirements.
  • Excellent organisational, leadership, and cross-cultural relationship-building skills.
  • Flexible, adaptable, and able to work on own initiative in a fast-changing security environment.
  • Based in Syria, with willingness to travel regularly across target governorates.
